Job summary

An exciting opportunity has arisen in the NHS Humber Health Partnership Group for an Emergency Preparedness, Resilience and Response (EPRR) Manager.

This role is diverse, fast paced and provides a unique opportunity to work and interact with all Care Groups and Directorates across the organisation. The EPRR Manager has the tactical and operational responsibility for the direction, leadership, planning and delivery of the Group's challenging EPRR Work Programme, ensuring all statutory and mandatory responsibilities are met in full.

We are looking for a talented individual to join the EPRR Team who has a good knowledge and experience of emergency planning and how this supports the delivery of high quality care for patients as well as keeping our staff safe at work.

The role provides delivery of all aspects of the EPRR work programme across both Hull University Teaching Hospitals NHS Trust and Northern Lincolnshire and Goole NHS Foundation Trust as part of the group collaborative approach.

Main duties of the job

The EPRR Manager is responsible for ensuring the Group remains resilient and prepared to respond appropriately in the event of major incidents, critical incidents and disruptive events.

The post holder will engage effectively and work collaboratively with a wide range of internal and external multi-agency stakeholders and partners. The EPRR Manager ensures that EPRR risks are proactively managed and that learning from incidents is implemented and embedded across the Group.

As a specialist subject matter expert, the post holder will provide highly complex advice and training to services, Senior Leadership Teams, regulators, external partners and interested parties, to ensure appropriate plans are in place. The post holder will deliver training and exercising from floor to Board to ensure staff are knowledgable and confident in their roles so as to minimise impact on patient quality and experience from both routine and serious disruptions.

Eduation and Qualifications

Essential

  • Degree in relevant area, plus further specialist project management knowledge or experience to masters level equivalent
  • Post graduate diploma or equivalent experience or training across a range of areas (e.g. Project Management / Leadership / Organisational Change / Teaching etc)
  • Level 4 Diploma in Health Emergency Planning / EPRR or other equivalent EPRR qualification
  • Evidence of continuous professional development

Desirable

  • EPRR Specialist Portfolio in line with Minimum Occupational Standards
  • Hospital Major Incident Medical Management and Support (HMIMMS) qualification
  • Teaching qualification at level 3 or above
  • Member of appropriate professional body (e.g. Emergency Planning Society, BCI)

Occupational Experience and Abilities

Essential

  • Substantial experience of working in the emergency planning and resilience environment
  • Experience of providing EPRR specialist advice during emergencies
  • Experience in analysing highly complex facts or situations requiring analysis, interpretation and comparison of a range of options
  • Broad understanding of the Civil Contingencies Act 2004 and NHS England Core Standards for EPRR

  • Experience of implementing a Business Continuity Management System
  • Ability to produce and deliver multi-agency training and exercising to meet objectives
