Job summary
The Head of Finance - Commissioning will be a senior member of the finance team, and work within a bespoke finance, commissioning and contracting team ensuring the provision of a supportive and challenging business partnering function to the Provider Collaboratives led, or engaged with, by the Trust.
They will be responsible for financial planning, reporting, and engagement in contractual discussions with partners, and provide senior leadership in supporting the Provider Collaboratives led by SPFT. The postholder will form a part of the overall Trust's senior finance leadership team.
Main duties of the job
- The post holder will lead the finance function for Provider Collaboratives, ensuring the provision of quality and timely monthly management information to directors , partners and other stakeholders. They will be ultimately responsible for producing the detailed monthly financial position for their area reported to the Chief Finance Officer and Director of Finance, ensuring that all risks and assumptions are captured appropriately.
- The post holder will support the Deputy Director of Finance to ensure that key financial systems are operating effectively and that appropriate control and monitoring arrangements are in place to ensure both internal and external reporting timescales can be achieved. The role will be key in supporting the development of the annual financial framework and budgets, and support delivery of the financial strategy and efficiency plan of the Trust.
- The postholder is responsible for ensuring the monthly and annual reporting functions are completed in a planned and robust way, including budget setting and year end closedown.
- The post holder will need to manage their team and support the development and learning of staff, aligned to the wider finance team development and improvement priorities.
- The post holder will work in conjunction with the Deputy Finance Director for Financial Management, and ensure forecasting of the position and all risks and mitigations are understood throughout the financial year.

- Responsible for working with clinical staff to ensure that the contracts developed and agreed reflect the required level of service delivery to meet the needs of the population, and are linked to the resources available to the Provider Collaboratives.
- Responsible for organising own work schedule and coordination of relevant work streams for the Provider Collaborative e.g. Financial process Delivery and Improvement, Data Quality Improvement etc. specifically this will involve ensuring that relevant individuals undertake designated actions to support the business of the Provider Collaboratives.
- Responsible for establishing and maintaining meetings across the Provider Collaboratives e.g. Commissioning Meeting, communicating arrangements, developing the agenda for each meeting, producing the minutes and following up all actions and decisions of the meetings.
- To produce reports as required for relevant groups e.g. Commissioning Meetings, Partnership Board meetings, NHSE/I, the Trust's internal Commissioning Management Committee.
- Ensures that electronic and paper staff records and personnel files are maintained securely and updated in a timely manner.
- Responsible for working within national contracting frameworks set by the NHS England and for monitoring, analysing and disseminating highly complex, highly sensitive, technical and financial information on behalf of the Lead Providers.
- Responsible for the translation of highly complex, sensitive information into brief, accurate and understandable financial communications to colleagues across multiple disciplines; most importantly in a manner that enables the Executives and Boards of the Lead Providers to make effective decisions.
- Responsible for effectively analysing and interpreting a wide range of highly complex data from multiple sources to support the Provider Collaboratives in determining changes required to the services commissioned and in turn the contracts that are developed to enact those changes.
- Responsible for undertaking an accurate evaluation of relevant highly complex, including gap or variance analysis and an understanding of the inter-relationship between different sets of data which may be conflicting in nature.
- The post holder will be required to lead on negotiations with other Providers around complex contractual requirements, using highly developed persuasion and mediation skills to reach agreement between all parties ensuring agreement of contracts within nationally set timescales
- As part of the wider Commissioning Team to ensure effective reporting of risks that the Provider Collaboratives have identified with relevant escalation to the Partnership Board.
- To keep up to date with national policies and strategies that are relevant to the Provider Collaboratives to ensure that the services being commissioned are in line with national standards and good practice, including making recommendations to
- In conjunction with the Programme Directors of each PC, lead and co-ordinate the annual commissioning cycle producing coherent evidence based plans for investment/dis-investment in line with the aspirations of the Provider Collaboratives.
- Responsible for ensuring all legally binding contracts with NHS and Independent Sector providers are robustly managed to ensure delivery of the specified services in line with contractual payment terms as appropriate, agreeing recovery plans and contract variations as required. The total values of contracts is in the region of £130 million.
- Attend national meetings on behalf of the Partnership ensuring that local intelligence is used to influence the national agenda, and ensuring that local models/decisions are informed by national best practice.
- Provides recommendations and advice to the Partnership as a whole and each Provider Collaborative in areas based on expertise in own fields of commissioning and contract management.
- Develops strong positive relationships and effective working with all providers and with other system partners placing a strong emphasis on strengthening local services that reduce the prevalence of poor mental health or which lead to effective treatment and recovery for people with mental health condition, a learning disability or autism. This includes helping the wider system to fully understand the level of need for mental health, autism and learning disability services and the links between this and other services. This may include seeking to persuade system partners to modify the design of their services in order to reduce the overall level of mental health need in the population.
