Job summary

An exciting opportunity has arisen within the Estates and Facilities department for a commercial surveyor to manage and deliver property transactions across the Trust's extensive freehold and leasehold estate.

With broad experience of sales and leasing, comprehensive knowledge of the Landlord and Tenant Act 1954, strong negotiation skills and a proven track record of delivery, you will embody our Trust values of continuous improvement, accountability, respect, enthusiasm and support.

Main duties of the job

The Senior Property Manager role provides professional advice to key stakeholders in relation to property transactions and leads on day-to-day management of the Trust's extensive property interests.

With a focus on the disposal of surplus assets and the acquisition of new leasehold interests, you will support the Head of Corporate Real Estate in the delivery of strategic objectives which maximise, regularise and rationalise the Trust's estate. You will also line manage a small team of professional Property Managers, whose focus is on legislative compliance, strong financial management and maximum utilisation of the trust's operational estate.

Job description

Job responsibilities

Lead on all aspects of acquisition and disposal including:

  • Ensuring that all activity relates to the strategic direction of the Trust.
  • Providing a customer focused liaison and professional advice for real estate transactional matters and interdependencies.
  • Developing client briefs prior to searching for premises or instructing agents, challenging ways of working to support organisational objectives.
  • Drafting relevant reports and appraisals in respect of options and strategies for acquisition and disposal.
  • Providing strong financial modelling and realising value from the property portfolio through acquisition, disposal, rent and rates.
  • Ensuring that appropriate frameworks and procedures have been followed and can be evidenced for audit.
  • Managing and defending any dilapidation claims resulting from the termination of leases.
  • Managing any conveyancing associated with property transactions.

Ensure that legal conditions are satisfied by all parties in respect of any real estate transactions, also ensuring that the trust complies with any relevant national policy.

Conduct business and negotiations in accordance with Estates Code and RICS professional standards.

Lead, deliver and advise on other general operational property enquires such as boundary disputes and access rights.

Develop and maintain robust property records in accordance with best practice and to lead on regularising and documenting the leasehold estate.

Manage the process of notifications e.g., rent reviews, breaks and renewals escalating to the Head of Corporate Real Estate as required.

Deliver financial modelling for the life of a lease and strong financial management at all levels ensuring appropriate budget setting and payment of rents, rates, and service charges are made in accordance with leases.

Support the Head of Corporate Real Estate in the development, maintenance and use of robust property management systems and procedures.

Undertake routine internal audits making sure systems and processes are in place, documented and accessible.Collaborate with the Valuation Office Agency (VOA) and District Valuation Service (DVS) as appropriate.

Appoint and manage agents, surveyors, specialists and other external parties as required.

Act as escalation point and advisor in relation to Landlord and Tenant matters and to manage key Landlord and Tenant relationships.

Develop and manage business opportunities and manage all recharging procedures in relation to this.

Monitor and review the performance of landlords, external agencies and contractors associated with the management of the portfolio.

Lead and develop a professionally competent, responsive and customer focused Property Management team and to line manage the Property Managers in the operation and management of the estate.

Ensure that all services within the responsibility of the post and their team operate within the Trusts corporate governance and risk management policies and take account of relevant statutory and non statutory frameworks.

Take responsibility for personal development and to support the personal and professional development of others within the team.

Be responsible for departmental staff management arrangements including, communication, appraisal, grievance, disciplinary and sickness absence in line with Trust Policies.

Manage the flow of information between the department and Operational Estates/Helpdesk and Facilities/Site Managers who both support the department with the administration of the estate.

Develop and implement local training packages on Property Management processes and procedures.
