Job summary

This is an exciting opportunity for a full-time Band 7 Clinical Team Manager within the NHS Talking Therapies (formerly known as IAPT ) service.

Our service is undergoing an expansion of its workforce, and there are significant opportunities for service development.

NHS Talking Therapies Halton (formerly known as IAPT) service is for those aged over 18yrs in Halton. The service is delivered by Merseycare NHS Foundation Trust, and offers a variety of support and psychological therapies to the community of Halton. Our interventions are diverse and evidence based, ranging from guided self-help and face-to-face or video therapy, telephone support to workshop courses.

Main duties of the job

The post holder will carry continuing professional and managerial responsibility over the NHS Talking Therapies Team ( formally IAPT). They will be responsible for the setting of standards of care within the team, and for overseeing the provision of psychological assessment and therapy at Step 2 and 3 for people with common mental health problems within a stepped model of care.

Under the direction of the Operational Manager the post-holder will provide strong management and clinical leadership, participating fully in the delivery of effective talking therapies in line with National Guidelines. The role includes overseeing the assessment of complex care needs, the development, implementation and evaluation of programmes ofcare, the setting of standards and the effective management of staff.The post-holder will work in close partnership with the Service Manager, Operational Manager and wider clinical team to ensure safe, effective and efficient health services, meeting the needs of the patient population and service needs such as delivering service Key Performance Indicators (KPI's). The post-holder will deputise for the Operational Manager as and when required and liaise with the Senior Management Team to supporteffective partnership working.

Job responsibilities

Provide a role model for others in the delivery of high-quality clinical care and be reliable and consistent in own approach to work commitments.

Ensure clear communications strategies are in place for the dissemination of information to the team within defined clinical area.

Communicate complex information across organisational boundaries to ensure the understanding of patient health needs, service development requirements and provision.

Maintain effective communication both within and outside the clinical team to ensure that patient needs are met by the most appropriate agency.

Encourage and empower patients to promote maximum independence in acommunity setting and maximise understanding of their condition, care andtreatments.

Effectively communicate verbally, in written and electronic format.

Maintain contemporaneous clinical records in line with Trust clinical records policies.

Carry out your duties in a way that supports the Trust values in all participation with patients, carers, work colleagues, people in other organisations and members of the public.

Be vigilant to service needs and prioritise unpredictable issues that requiresustained attention despite competing issues.

Ensure that there is a clearly defined model of care and that all staff understand and can articulate how the model affects their practice, working with Clinical Leads and Lead Clinicians

Be responsible for dealing with formal and informal complaints in line with the Trust and local procedure for managing complaints

Responsible for the line management of the NHS Talking Therapies team. This will include the development of clear leadership and supervision arrangements.

Develop and use flexible and innovative approaches to practice that areappropriate to the needs of the patient group and which are in line with thegoals of the Trust.

Ensure clinical standards are developed and maintained and that correctiveaction is taken where practice falls short of the desired standard.

Ensuring staff provide relevant clinical information / documentation to inform care, working with the wider Clinical Leadership Group.

Work in partnership with other health / multidisciplinary team colleagues,voluntary and statutory organisations to ensure that the health and social care needs of patients are identified and met.

Ensure all care delivered by the team is NHS Talking Therapies ( formally IAPT ) compliant in line with national standards of care.

Be the primary contact for clinical issues including the coordination andfacilitation of responses to concerns, incident reports and complaints andrequirements for performance information.

Participate and contribute to the management of infection control.

Actively promote the clear articulation of MCTs core values within the team.

Assist with the development and implementation of NICE Guidance as well as Trust policies for the delivery of services in line with relevant NHS standards, ensuring that they state what is expected of staff and the standard of service to be delivered to patients.

Ensure the implementation of agreed clinical governance and assurance processes are embedded within the team.

In conjunction with the Operational Manager and Clinical Services Manager, identify practice development initiatives and take responsibility for their effective implementation.

Ensure systems are in place to regularly monitor the budget within area ofresponsibility.

Predict and report on trends/potential deficits to the Operational Manager.

Account for the delivery of a balanced budget at the end of the financial year by making effective and efficient use of resources. Adhere to and ensure compliance with the financial guidance provided within the Trust Budget Pack

To ensure the effective management of sickness and absence, leave allocation, disciplinary investigations, complaints and local post incident reviews.

Demonstrate high-level managerial and clinical decision making skills providing a diverse range of NHS Talking Therapies ( formally IAPT)specific, specialist clinical care, underpinned by evidence-based theory.

Assume responsibility for the provision of the service in the absence of theOperational Manager delegating assessment and provision of individual patient programmes of care according to the team members clinical skills and competency.

Be responsible for ensuring an effective programme of induction for all new staff working within the defined clinical area is delivered.

Ensure all staff receive effective management and clinical supervision inaccordance with Trust and locally agreed standards.

Maintain a high standard of safety, safeguarding the welfare of patients and staff in accordance with Trust requirements and Health and Safety legislation.

Be involved in the recruitment and selection, deployment and supervision of staff within area of responsibility. Ensure that appropriate staffing levels and skill mix are available to meet the changing needs of the service.

Ensure all staff have a personnel file which is up to date and accessible and that records within are reviewed and maintained regularly

Be responsible for ensuring robust systems are in place to monitor sickness and absence and ensure that contact is maintained with staff who are on sick leave and that staff returning from sick leave receive appropriate support and return to work interview with appropriate documentation.

Be responsible for an effective system for ensuring that individual PACE plans for staff are delivered within defined area of responsibility.

Participate in a regular review of own performance and agree personal objectives and development needs with the Operational Manager.

Actively contribute to the development and delivery of training programmes for staff.

Ensure staffs within area of responsibility comply with Trust and ServiceMandatory training requirements.

Demonstrate an understanding of the L&OD requirements within the service and be responsible for ensuring that personal development plans, acknowledge and reflect the requirements for the model of care utilised within the post holders area of responsibility.

Be responsible for ensuring that the skills and expertise of staff within area of responsibility are reviewed regularly, are in line with NHS Talking Therapies requirements and that deficits are addressed via appropriate training.

Identify own learning needs, in consultation with your line manager, and attend relevant courses and study days to enhance personal development.

Attend and actively participate in an annual PACE review.

Collect and report accurate statistical and other data as required for keyperformance indicators and others (Trust and National).

Ensure a timely response to requests for reports or information from linemanager and others. Provide information of a high standard.

Promote and facilitate quality initiatives in line with the requirements of the services agreed objectives and performance frameworks and locally agreed practice development projects.

Maintain awareness of all documentation, instructions and orders andcontingency plans relating to the establishment.

Ensure consistency and compliance with security arrangements.

Be responsible for aspects of clinical and service audits within the defined area of responsibility within the respective area of practice.

Support team members to develop research awareness skills

Initiate, facilitate, manage and evaluate change in practice to improve quality of patient care

Assist in undertaking practice placement audits as requested by academicinstitutions.

To act within the security requirements of the service based on local and national instructions.

Uphold all aspects of the Trusts policies and procedures, and any legalrequirements in relation to personal and professional conduct.

Carry out such other duties as may be reasonably requested from time to time across the division to ensure key priorities and objectives are delivered.
