North Manchester General Hospital - New Hospital Project
Manchester University NHS Foundation Trust has ambitious plans to transform healthcare in North Manchester through the North Manchester General Hospital (NMGH) Redevelopment Programme which will deliver a newhospital and health campus at the existing North Manchester General Hospital site. This major investment will support the transformation of how we deliver our services and create modern facilities that support world-class clinical care for our communities.
This role provides a unique opportunity to be part of one of the largest public sector health transformation programmes being delivered across Manchester.
The New Hospital Target Operating Model (TOM) Programme Manager shall be responsible for the planning, co-ordination and management of this critical workstream.
Main duties of the job
The New Hospital TOM Programme Manager will undertake and support the delivery of the following key activities:
- Provide dedicated Programme Management support to the TOM Workstream and its Delivery Groups.
- Oversee, plan and co-ordinate the required input of subject matter experts (SMEs) including clinical, estates, facilities management, workforce, digital and operations into the development of key products and required outputs.
- Manage inter-dependencies across the TOM Workstream between subject matter experts to clarify requirements and progress delivery.
- Define and track the delivery progress of the TOM Workstream.
- Plan and co-ordinate the work of the Design & TOM Management Group and other groups within the TOM Workstream.
- To plan, co-ordinate and lead stakeholder engagement across the TOM Workstream.

The New Hospital TOM Programme Manager shall be responsible for providing planning, co-ordination and management support to the development and implementation of the Target Operating Model (TOM) including the work of its various delivery groups as well as liaising and supporting the digital & other workstreams as may be necessary. The postholder will lead the development and implementation of the underpinning processes, systems, tools and templates to facilitate the effective tracking and delivery of the TOM Workstream including leading the risk management and planning processes aligning this to the work and processes established by the New Hospital Project Office and H2.0 Model. It is expected that the role shall also provide active delivery support to the work of the TOM Workstream and the production of the deliverables required. The TOM Programme Manager shall also be responsible for ensuring alignment and co-ordination between all workstreams and workstream activities and deliverables with reference to the TOM.
