Job summary
The post holderwill support the EPRR Manager to ensure MFT meets its statutory obligationsUnder the Civil Contingencies Act 2004 (CCA). The Trust isdesignatedas a Category 1 responder with key emergency response duties. Under the Act, the Trustis required toensureit has robust plans for Emergency Preparedness, Resilience and Response (EPRR), including business continuity, critical incidents, and major incidents. Additionally, the Trust must meet the core standards for EPRR as set out in the NHS England EPRR Framework.
The role supports the EPRR Manager in the production of Business Impact Analyses (BIAs) and Business Continuity Plans (BCPs), ensuring these are regularly tested and reviewed asrequiredto support the Trust's compliance with ISO 22301 standards.
It also involvesassistingthe EPRR Manager in undertaking the annual self-assessment against the EPRR Core Standards, including gathering evidence, developing action plans to address areas of non-compliance, and continuouslymonitoringto mitigate risks or areas of non-compliance.
The post holder is responsible forworking directly with Clinical Groups using a business partner approach to ensure governance and delivery through EPRR Forums. These forums are essential in enhancing resilience, building capability, increasing knowledge and awareness, and promoting the profile of EPRR across the Trust and Clinical Groups.
Main duties of the job
The EPRR Officer supports the EPRR Manager in ensuring the Trust meets its statutory duties under the Civil Contingencies Act 2004 and the NHS England EPRR Framework, while maintaining strong organisational preparedness and resilience. The role contributes to the development, implementation and regular review of emergency response arrangements to ensure the Trust can respond effectively to major incidents and operational disruptions.
A core focus of the role is business continuity management. The post holder works with Clinical Groups and corporate services to ensure robust business continuity plans are developed, maintained and regularly reviewed. This includes supporting business impact analyses, identifying critical functions, recovery time objectives and key dependencies such as workforce, digital systems, estates and suppliers. The role provides advice on risk mitigation and continuity strategies, ensuring plans are practical and aligned to national standards.
The EPRR Officer supports testing and exercising of plans, monitors compliance, contributes to assurance reporting and supports incident response and debrief processes, promoting continuous improvement and safeguarding service continuity and patient safety.
