Job summary

An exciting opportunity has arisen for a dynamic, motivated, and enthusiastic individual with excellent proven record in Emergency Preparedness, Resilience and Response (EPRR) and Business Continuity As the EPRR Manager you will be based and at Manchester University NHS Foundation Trust (MFT). The post holder will a small team of EPRR Officers reporting to the EPRR Head of service.

The role is offered on a permanent basis and will be based primarily across the Trust sites our EPRR office is at Headquarters on Oxford Road in Manchester City Centre.

The application process will include an interview with presentation.

Main duties of the job

The post holder will be responsible for leading, on behalf of the Head of EPRR, emergency and resilience planning across the Trust to ensure MFT meets its statutory obligations as a Category 1 responder and discharges its duties in relation to Emergency Preparedness and Business Continuity planning, in accordance with the CCA (2004) and guidance from NHS England.

To work collaboratively with the Trust Clinical Lead for EPRR to prepare, develop, review and maintain Trust EPRR Policy, Major Incident Plan and all other related EPRR plans, ensuring these are in line with national guidance and the CCA 2004.

Responsible for ensuring MFT and individual Hospital / MCS plans are tested and exercises are undertaken in line with NHSE guidance to maintain and develop organisational resilience. Ensuring appropriate debriefing sessions after exercises and lessons learned are captured and reflected in policies and procedures.

Job responsibilities

To work collaboratively with the Chairs for the EPRR Site Forums, and Hospital / MCS Directors of Operations to develop and mature the EPRR Site Forums. To build resilience, capability, knowledge and awareness and promote and raise the profile of EPRR within the Hospitals / MCS.

Working with Hospitals / MCS within the MFT Group to assess training needs and to develop and ensure delivery of EPRR training programmes to staff across all disciplines and all levels of the organisation, ensuring appropriate systems of recording training are in place.

To act as a Subject Matter Expert and be a source of resilience expertise for the group, Corporate Functions, Hospital / MCS EPRR Site Forums, and front line teams to develop and sustain operational capability and response plans.

To ensure MFT has a robust business continuity process and to work with Hospitals / MCS to ensure local business continuity plans are in place, these are maintained and tested appropriately.

Establish and maintain Incident Command and Control room facilities for response to incidents ensuring a state of readiness, appropriate resourcing and testing of capability.

To provide support in resilience, and responsible for leading and coordinating Trust activities to ensure MFT discharges its responsibilities in relation to the Civil Contingencies Act 2004 and NHS England guidance.

Provides support to the operational management of the Group and Hospitals / MCS including providing a tactical response, on a best endeavour basis during significant incidents and emergencies during working hours and work flexibly in the event of an out of hours incident.

To ensure MFT meets its obligations with regards to the NHSE EPRR Framework Core Standards, undertaking of an annual self-assessment against these standards, and working with Hospitals/Managed Clinical Services to ensure robust evidence, plans and actions are in place to support compliance.

The post holder will be responsible for developing plans and guidance, ensuring that mechanisms are in place to ensure all staff with responsibilities set out within plans are trained and experienced in their role. The provision of expert advice to the Accountable Emergency Officer, Trust governance forums, and Hospitals / MCS in relation to EPRR.

Responsible for ensuring MFT meets its obligations and is compliant with the core standards for EPRR, liaising with Hospitals / MCS and corporate functions to undertake an annual self-assessment and collation of supporting evidence. To act autonomously in interpretation of NHSE or PHE policy and to support the setting of standards to be achieved by MFT. To provide assurance to the Director of Performance and EPRR of compliance with the standards, and or, highlighting areas of risk.

Engaging with key internal and external stakeholders including: Hospital / MCS Directors of Operations, other category 1 responders, GM Health and Social Care Partnership, CCG Shared Service, NWAS to ensure effective partnerships and co-operative working.

To develop consultative and collaborative partnership arrangements with multi agency partners to ensure coordination of responsive major incident and business continuity plans.

Develops and maintains strong and productive working relationships with Emergency Preparedness leads across a range of agencies, and participation in health economy EPRR forums.

To act as a point of contact and source of expertise on EPRR within the Group.

To identify and assess risks to the Trust associated with EPRR, highlighting these through the Trust governance structure and to Hospital / MCS, and consideration of inclusion on the Trust risk register with appropriate mitigation in place.

Develop and communicate information to the Group Executive Team, Hospital / MCS Leadership teams and front-line staff that may be complex and sensitive, in order to ensure they are updated and informed on risks and plans for EPRR.

To provide reports to relevant MFT forums and Committees in relation to EPRR.

To support audits undertaken in relation to EPRR

To develop an effective, capable and sustainable emergency preparedness function able to adapt and accommodate changes.

To ensure oversight and forecasting of organisational EPRR equipment requirements in line with EPRR Core Standards requirements.
