Job summary

The AHSN Network hosted by Manchester Foundation Trust is looking for an immediate Programme Director to work on secondment until 31st March 2024, you will be responsible for delivering a specific time limited piece of work to develop a performance and data framework helping to align the operating models of all 15 AHSNs.

Reporting to the Coordination Director, you will act as Senior Responsible Officer, owning and leading the development of a performance and data framework through transformational change to enable the AHSN Network to achieve its target operating model in the data and performance domains. You will also work in close collaboration with AHSNs and Commissioners to demonstrate and unlock benefits realisation through qualitative and quantitative means.

Main duties of the job

This post requires an experienced individual, with strong influencing and negotiating skills, able to work across organisational boundaries to lead and deliver in a dynamic environment. The post holder will have strong leadership skills, experience of multi-agency delivery partnerships, an ability to think strategically, as well as being able to problem solve and deliver operationally. Style flexibility, emotional intelligence, learning agility and excellent communication skills are essential and the postholder will need to demonstrate credibility with key senior internal and partners.

Use of political judgement and astuteness in understanding and working with complex policy, and diverse interest groups is a key aspect of the role.

About us

Although the post is hosted within Health Innovation Manchester (one of the 15 AHSNs and part of Manchester NHS Foundation Trust) - the role is working for the national AHSN Network team, and therefore is fully remote/home-based. Our current team is spread geographically across England and work together virtually, however, we occasionally travel to meetings or events around the country so some flexibility is required.

This is an exciting time to be joining the Network as we redevelop our owned communications channels and we enter into a new licensing period with our core commissioners, NHS England.

Performance Data Oversight

  • Works across the AHSN Network to develop a shared understanding of business plan KPIs, Performance monitoring and strategic objectives, as well as adherence to data process, outcome and impact metrics and defined databased management to support the benefits realisation of innovation into practice.
  • Act as the lead point of contact for the AHSN Networks data and analytical portfolio, working closely with other Programme Directors to share learning, deepen understanding and align opportunities across the Network.
  • Lead the development and implementation of the AHSN Networks data and performance framework both long term and immediate plans to deliver rapid improvements to existing programmes to demonstrate improvement in health and wealth of key populations.

Improving Quality and Outcomes:

  • You will work directly with the Network Strategy Director to support the Product and Pipeline Development Group to ensure future programmes adhere to the performance and data framework with demonstrable patient benefit and outcomes.
  • Work in partnership with others and as part of the central leadership team to deliver successful outcomes, which clearly demonstrate sustainable benefits, both qualitative and quantitative, generating a positive system return on investment.
  • You will work to understand all data assets across the Network and develop a quality management system that supports the performance and data framework.
  • Manage the delivery risk associated with the programmes within this portfolio, recording the risk, mitigating the risk as far as possible and managing the residual risk. Ensure that all delivery risks are appropriately recorded and reported to the Coordination Director and AHSN Network Executive where necessary.

Enabling patient and public involvement, reducing inequalities:

  • To act as a champion for patients and their interests and where appropriate involve the public and patients in the framework development.
  • To ensure public and patient contact with the identified portfolio areas is of the highest professional standard.
  • Create a framework that helps the network to manage, monitor and report on benefits realisation management, tracking progress and ensuring that the intended benefits are achieved with outcomes maximised.

Partnership and cross boundary working

  • To work closely with stakeholders across the National health and care system, national and international stakeholders (including other AHSNs, AHSCs, ARCs, DHSC, NHS England and NHS Improvement, NHS Digital and other ALBs, the Accelerated Access Collaborative, AHSNs and umbrella organisations representing the innovation) to ensure a joint approach to supporting innovation.
  • To form close relationships with external stakeholders and partner organisations to ensure that the AHSN Network can demonstrate with data expertise quickly around specific issues, generating practical recommendations and new insights.

Using insight and evidence for improvement

  • Represent the organisation in sensitive and political situations, delivering difficult messages where required to high-level audiences.
  • Communicate the vision and progress to the AHSN Network, as well as keeping audiences updated on progress through writing in blogs, articles and delivering presentations to a range of audiences.

Financial and Physical Resources

  • Budget setting across the data and performance assets, procuring, managing and monitoring related activity, liaising with the AHSN Network finance committee to ensure appropriate costings, and ensure compliance with standing financial instructions
  • Responsible for ensuring adherence to the identified budget, ensuring appropriate documentation is available for scrutiny. Constantly striving for value for money and greater efficiency.
