Programme Manager (Kent Breast Screening)

Job summary

To lead with the CQUINS (Commissioning for Quality and Innovation) for the Kent Breast Programme.

To be responsible for the delegated budget for services within the Breast Screening Programme and the evaluation, selection and procurement of non-radiographic equipment. To monitor the cross-Trust invoices from the Maidstone and Medway units to ensure the annual invoices do not exceed the annual budget.

With the Programme Directors and Principal radiographers, produce an annual report for each unit.

Undertake the Health Equity Audit for each Programme.

To work with locality managers to ensure the screening service is accessible.

Taking a strategic lead with regards to the Kent-wide Screening Programme and to lead future developments. As a member of the management team, to be involved in long term planning of future developments within the Kent Programmes; for example capacity planning and costing for the Screening Programme. The post holder will prepare and assist in business planning and developing business cases for the financial resources to ensure the Kent Programmes are fit for purpose.

Main duties of the job

Using Breast Screening Select (BSS) and the National Breast Screening Computer system (NBSS) to be responsible for the production and maintenance of the three year screening round plan, ensuring every eligible client is invited for screening once every three years. The plan is based on the population of eligible women registered with the 176 General Practices in Kent for whom the Breast Screening programme is provided - a total of 264,000 women. This involves screening at more than 35 mobile locations over the three years.

To be responsible for ensuring that the NHS Breast Screening Programme (NHSBSP) Right Results Process is strictly adhered to and is audited on at least annually

To ensure that the Very High Risk (VHR) Screening Programme is safely managed by the VHR co-ordinator and the Office Managers

To attend the Kent Breast Programme Board meetings with the NHSE Commissioners, Kent and Medway Screening Lead, Screening Quality Assurance Service, and Programme Directors.

To meet regularly with the NHSE Public Health Commissioners and Trust Director of Contracting, Commissioning and Costing. To liaise regularly with the NHSE Screening and Immunisations Managers. To be the first point of contact for NHSBSP, Screening Quality Assurance Service (SQAS) and local commissioning teams.
