Job summary

An exciting opportunity has arisen to lead a newly created business and compliance function within the Trust's Estates team. As a member of the Estates Leadership Team, you will contribute to the management of an estate that spans a very large geographic area, with many opportunities for you to build and develop strong and forward thinking relationships with public and commercial sector partners.

In this new role, you will oversee the management of significant contracts, have responsibility for ensuring that the built estate meets all internal and external safety standards, and lead our property management function.

Working closely with corporate, divisional and locality teams, your team will provide expert advice on property, space, contracts and compliance issues including the management of the Trust's PFI and non-PFI estate. Delivering high quality, safe and excellent services that all contribute to the great place to work objective within the Trust's overall strategy.

Main duties of the job

The post-holder will take overall ownership and management of:

  • The Trust's Estate portfolio, leading on the acquisition and disposal of all property and land that is owned, rented, licensed or leased.
  • The full lifecycle management of contracts (PFI and non-PFI) with a primary focus of ensuring that the Trust receives the services that it has contracted for and to deal with any issues of underperformance in an appropriate way.
  • The process for assuring the Trust that it is compliant with all statutory and regulatory requirements and that compliance with the Trust's agreed standards is reported regularly through the governance structure of the Trust. These include (but are not limited to) Risk Management, Fire Safety, Estate Services Health and Safety, Care Quality Commission, Premises Assurance Model, Equality Diversity, PLACE, Mandatory and Statutory legislation and others as directed.

The post-holder will be responsible for engaging with AWP customers, partners, tenants and occupiers at a senior level and to drive the efficient and effective use of the Trust's owned and occupied estate, making the best use of the wider NHS and public estate wherever possible.

The post-holder will also take a lead role in opportunities for estates rationalisation, the preparation of business cases for significant change across the estate, and for the work to build investment cases in accordance with national guidance.

The post-holder will:

  • Identify opportunities to rationalise the Trusts existing estate and, where possible, to reduce the number of premises and floor area that our own staff occupy whilst following the national approach to strategic asset management.
  • Develop and contribute to long term estates strategies that deliver the organisations objectives and to support delivery of system wide service plans.
  • Take responsibility for setting high level programmes, tracking of progress and performance against plans, ensuring appropriate processes are in place to flag issues, risks and concerns with the relevant stakeholders.
  • Lead for managing the timely submission of reports for the departments operational reporting, CEO reports, Board Assurance Framework, Risk Register and other similar formal governance documents.

Communication

The post-holder will:

  • Work with a variety of representatives from different organisations to identify and promote proposals for investment and disinvestment in AWP owned and occupied estate across a number of geographic areas.
  • Identify and explore opportunities for potential shared estates solutions with other organisations and represent AWP interests in initiatives such as the national One Public Estate and other local property opportunities.
  • Communicate potentially sensitive and complex information to non-specialists ensuring that the message is understood and agreed. Audiences could be large in nature and may, from time to time, be hostile and potentially antagonistic due to the subject matter.
  • Attend meetings with other NHS organisations and third parties that include local authorities and the third sector.
  • Support the Associate Director of Estates to ensure that activities within the Estates team are aligned with the broader team and understood and adopted by all stakeholders.
  • Contribute at a senior level to the Estate Strategy and Planning functions, ensuring that objectives and output is aligned with the business.
  • Engage at a senior level to establish, develop and influence key partners e.g. NHS Property services, Community Health Partnerships and NHS England.
  • Deputise for the Associate Director of Estates when required.

Analytical and Judgement Skills

The post-holder will:

  • Manage risks relating to the ICS, ensuring that appropriate mitigations are in place and that any identified risks are escalated as appropriate.
  • Manage formal negotiations with internal and external stakeholders and providers, which will require a high level of negotiating expertise to secure the most advantageous arrangements.
  • Deal with highly complex facts, requiring analysis, interpretation and comparison of a range of options making recommendations to senior stakeholders where appropriate.
  • Make judgements across a wide range of estates issues taking into account legislation, contract particulars, H&S and conflicting demands.
