The Hub & Spoke Programme Delivery Manager plays a pivotal leadership role at the heart of EMAS's transformation agenda. This is an exciting opportunity to shape the future of the ambulance estate and operational model across the East Midlands, driving forward one of the most strategically significant programmes in the Trust's history.
As EMAS embarks on a 10-year modernisation journey--moving towards a network of high-quality ambulance hubs, improved retained estates, digitally enabled workspaces and sustainable, Net Zero-ready infrastructure--this role provides expert programme direction, innovation, and assurance.
You will lead a complex, multi-disciplinary programme that directly influences operational efficiency, staff wellbeing, environmental performance, and ultimately the quality of care delivered to patients.
Working closely with senior leaders, operational teams, estates specialists and system partners, you will translate strategic commitments into tangible, evidenced-backed improvements. You will be the Trust's expert on Hub & Spoke development, Make Ready implementation and associated business case delivery--ensuring EMAS' estate is fit for the future and aligned with national policy, the 10-Year NHS Plan, and the Trust's vision for outstanding community-based care.

Main duties of the job
The Hub & Spoke Programme Delivery Manager leads one of EMAS's most significant strategic transformation programmes, guiding the development of modern hubs and improved estates that will strengthen operational efficiency, staff wellbeing, and patient care.
The role brings together programme leadership, strategic planning, and expert guidance--translating the Strategic Estates Plan into real, measurable improvements across the organisation. You will coordinate multi-disciplinary teams, shape business cases, manage risks and resources, and ensure projects progress smoothly and on time.
A key part of the role is fostering strong relationships and clear communication across EMAS and the wider urgent and emergency care system.
You will simplify complex information for different audiences, ensure staff voices influence decision-making, and provide senior leaders with confident, evidence-based advice. Through effective governance, budget oversight, and a focus on inclusive and sustainable change, you will help create an estate that supports high-performing teams and a modern, patient-centred service.
