We are seeking an Estates Systems Officer to manage and optimise our estate management systems, providing critical insights and support to enhance our facilities' efficiency. Main duties of the job

To manage and monitor the systems contracts and equipment and oversee operational use to ensure they meet the needs of the organisation

To ensure consistency of Estates systems and installations through involvement in their development from inception through design, build and implementation

To ensure fully documented and controlled procedures are in place and followed

To develop fully integrated Estates systems, ie CCTV, access control, fire alarm, BMS, intruder alarms and intercom (video and audio

Job description

Job responsibilities

  • Act as professional and technical lead for a range of complex Estates systems ie BMS, Access Control, CCTV and Bold systems.
  • Maximise the use of the Estates systems to ensure we are able to fully use the functions available as relevant to this organisation, working closely with systems users to ensure correct use of the systems, providing advice and training as required.
  • The nature of the role will involve the judgement of complex facts or situations with analysis, interpretation and comparison of a range of options, taking into account legislation, Health and Safety and conflicting demands.
  • Manage relationships with contractors, monitoring contractor performance and undertaking regular performance review meetings with them, involving users and key players as required
    • Participate in the Secure Environments Group and provide information and reports as required

      Equipment and installations

      • Professionally and technically responsible for managing estates equipment issues on behalf of the Trust (BMS, Access Control, CCTV and Bold etc).

      • Ensure regular Planned Preventative Maintenance Programmes are in place and in line with Estates Operational requirements; constantly monitor and adapt the Estates management information systems to meet the service specification requirements.

      • Support Estates staff in carrying out complex fault finding and diagnostics of plant, equipment and systems. With use of fine tools and complex test equipment if required.
      • Undertake surveys or audits of plant and equipment to determine life cycle and compliance as necessary.
      • Standardise equipment in use across the organisations sites within available resource

      • Assist in developing capital bids in order to obtain resources for backlog maintenance initiatives.
      • Liaise with Capital projects and act as a link between Estates/contractors/ Capital Planning to ensure installations are fit for purpose and in line with existing systems, including witness testing/commissioning of systems as part of new works/capital projects.
      • Write specifications for new installations

      • Ensure adherence to all statutory regulations, industry standards and Department of Health requirements within available resources.

      Systems/service development

      • Plan, develop and organise full integration of all aspects of the Estates systems

      • Undertake environmental reviews eg of lighting etc as required and make recommendations to ensure safe and secure environments across the Trust
      • Negotiate with contractors and Capital Projects department as required, in determining preferred options for development of site services with minimal disruption to patient services.
      • To assist in developing and implementing innovative ways of service provision.
      • Be aware and consider Estate operational implications of the Trust's Estates Strategy.

      Planning and procedures

      • Implement, monitor and maintain good standards in relation to compliance with Trust, Directorate and Estates Policies. Participate in the development of new policies and review and propose changes to existing policies which may impact beyond own area of activity as required.
      • Establish business continuity and emergency management plans as appropriate in relation to the management of estates systems
      • Provide management information, developing spreadsheets etc to illustrate trends in results as required.

      • As an operational estates systems officer there is frequent requirement for concentration where the work pattern is unpredictable. Work concentration can be expected to be interrupted by demands of the estate and staff.

      Procurement

      • Manage the ordering and procurement of relevant supplies/suppliers ensuring best value at all times, in accordance with Trust Standing Financial Instructions.
      • Assist in delivering income and expenditure balance for all delegated budgetary responsibilities.

      Communication

      • Assist in developing a customer-focused service which operates under standard procedures.

      • Meet with departmental managers; determine requirements and forward quotations for minor improvement work. If work is authorized and funded, manage work using Estates staff and/or contractors.
      • Build strong client relationships through formal and informal communication and attending meetings and visiting sites on a regular basis, promoting the Estates technical infrasture positively and managing relationships in a sensitive, empathetic manner.
