Job summary

Background - NationalOliver McGowan was a young adult who sadly died in NHS care having been given medication he was known to be intolerant to. The 18-year-old, who had mild autism, and also had epilepsy and learning difficulties, was being treated for a seizure when he was sedated using olanzapine. Oliver, from Bristol, died in intensive care 17 days later after a rare side effect of the drug caused his brain to swell. Oliver's campaign was launched by his parents following his death and resulted in CQC accredited training that is now being rolled out to the health and care system.

Background - LocalSouth East London ICS has formed an Oliver McGowan Mandatory Training Task and Finish Group, which will be referred as the task and finish group such hereon in this document. The group meets regularly, chaired by members of the ICB's (integrated Care Board) Learning Disability and Autism team, supported by Director of HR and OD who is the link with SEL ICS HRDs. The membership of the group consists of system leads of primary care, ICB, and Trusts.

Job Purpose:

The post holder will act as Programme manager to support the Task and Finish Group to rollout of the Oliver McGowan Mandatory Training across South East London Integrated Care System (ICS) taking a whole systems approach, working across organisations to support the commissioning of services.

Main duties of the job

The post holder will work effectively with other colleagues, partner organisations and local communities to ensure alignment of priorities. Key responsibilities include:

o Leading development of the Tier 1 interactive sessions business case in partnership with Task and Finish Group stakeholders.o Development and enhancement of working relationships across partner organizations.o Leading the management of the Task and Finish Group meetings.o Providing support to the senior management team through the coordination of timely and relevant information to support decision-making.o Provide project support to existing and new sub-projects for the Oliver McGowan Mandatory Training. Including planning, progress monitoring, risk and issue management and meeting coordination.o Maintain the project content management system to ensure information is properly managed and best practice is shared across the system.o Produce briefing papers, status, and performance reporting for key stakeholders.o Support the Task and Finish Group with new requirements or the establishment and management of additional work streams.o Procurement of training supplierso Managing the database of people with lived experience who are interested in delivering Tier 1 and Tier 2 Trainingo Keeps a database of staff who have received Train the Trainer for the OMMT programmeo Ensures that ICS resources for OMMT are equitably distributed across SE London

The post holder must be able to use initiative to decide relevant actions and make recommendations to senior management team, with the aim of improving deliverables and compliance to policies. The post holder must have the ability to make decisions autonomously, when required, on difficult issues, working to tight and often changing timescales. The ideal candidate must commit to identify areas of professional developmental needs, and continue to maintain professional development through supervision, reflection, and training. In addition to that, it is expected that the programme manager will:

  1. Draw on internal and external subject matter experts to deliver OMMT.
  2. Constantly review and reflect on own practice.
  3. Ensure all change initiatives are evaluated using quantitative and qualitative methodologies, and that lessons learned are shared.
  4. Keep up to date with changes in local and national policies that will influence the function broadly.
  5. Provide support and advice to managers and HR Business Partners as to what type of interventions could best address issues of performance, team effectiveness, conflict resolution etc
  6. Seek out supervision for the above interventions as required, understand, and apply boundary issues, and know when and how to escalate issues that are beyond own sphere of competence or expertise
  7. Be open to continually learning and developing in this area to ensure provision of an expert service to support individuals and teams as part of our wider development offer.
  8. Ensure that appropriate procurement processes are set up and adhered to
  9. Approve requisitions for expenditure in line with Trust Standing Financial Instructions (SFIs)
  10. Ensure that expenditure of delegated budget is monitored and reported on, escalating any over or underspends as required.
  11. Attend regular programme meetings to provide updates and on progress of the project, courses and programmes assigned to the post holder.
  12. Plan up to one year ahead for the agreed area of focus in terms of learning and development, including producing timescales and a project plan where required.
  13. Proactively engage with stakeholders to get their input and involvement in the project, setting up MS teams channels where appropriate
  14. Provide regular updates on specified area of work, including producing reports and/or presentations on progress.
  15. Respond to feedback from stakeholders/users and adjust plans accordingly.
  16. Act as subject matter expert for OMMT, responding to queries and concerns as required
