Job summary

The Programme Manager will support transformation initiatives through the Surrey Heartlands Trust Provider Collaborative (TPC). Guided by the Development Transformation and Innovation Team at Surrey and Borders Partnership NHS Foundation Trust, the TPC programme manager will lead, develop and deliver TPC programmes across Surrey Heartlands providers, focusing on programmes within the TPC clinical transformation programmes and the efficiency at scale programmes. The role requires programme management for identified TPC programmes, supporting SROs achieve the aims and objectives of each programme, meeting deliverables and taking a programme approach as appropriate.

The postholder will ensure the delivery of programme and project milestones, provide comprehensive reports, and lead working groups with key stakeholders. They will be a part of and support the senior programme management team in the oversight and delivery of the TPC portfolio supporting the PMO function.

These responsibilities encompass a multifaceted approach to transformation leadership and delivery. The post holder will be tasked with programme oversight and management, stakeholder engagement, and change management; all geared towards driving organisational excellence and elevating patient care outcomes on a system-wide scale. They will navigate the complexities inherent in multi-provider transformation efforts, ensuring that initiatives are implemented effectively and deliver measurable impact.

Main duties of the job

This role demands not only a deep understanding of healthcare operations but also strong interpersonal skills and a collaborative mindset. The Programme Manager will need to inspire and motivate cross functional teams, navigate diverse stakeholder interests, and cultivate a culture of innovation and continuous improvement.

Through the management of programme PMO, this role will be pivotal in shaping the future of healthcare delivery within the ICS, driving positive change that benefits both healthcare professionals and the communities they serve. This role will also be responsible for working within the team to develop and harness talent.

  • Lead the development and execution of strategic plans for TPC initiatives, showing clear alignment to local provider strategies.
  • Lead in defining vision, goals, and deliverables for transformation projects, ensuring alignment with organisational objectives and collaborative goals.
  • Undertake detailed strategic analyses, from developing a programme case for change through to clinical demand and capacity modelling.

Programme Management and Delivery:

Responsible for the portfolio PMO, ensuring SROs are supported in leading the programme, stakeholders are engaged in planning and understand roles and responsibilities for delivery. This includes risk management, governance, decision points, and benefits realisation planning.

  • Ensure PMO adheres to recognised standards (e.g., PRINCE2, MSP) and Trust standards for control.
  • Develop detailed programme plans, including timelines, milestones, and resource allocations.
  • Engage busy senior and expert clinicians or managers across Surrey Heartlands, ensuring that they are able to contribute to the relevant programmes.
  • Develop appropriate business cases, aligned to programme lifecycle.
  • Manage programme execution, monitor progress, and address challenges to ensure successful delivery.
  • Ensure that programmes adhere to established budgets and timelines, making necessary adjustments in collaboration with stakeholders.
