Job summary

Are you a knowledgeable and practised capital projects manager with experience of delivering construction schemes within a public sector organisation?Then come and work with us at Surrey and Borders Partnership NHS Trust (SABP), on a fixed term 18 month contract covering maternity leave, where we strive to deliver exemplar capital projects across our sites.

The role will support the Associate Director of Property, Projects and Change Management in the delivery of the capital programme across our hospitals, hubs and homes. The post holder must have the relevant qualifications, experience and knowledge as detailed in the person specification for this post, where the focus on construction and NHS/public sector experience is highlighted as essential for the role, with experience of delivering works within an acute mental health trust is identified as desirable.

Main duties of the job

The post is suitable for someone already in the construction project management industry within healthcare or public sector entities withgood technical knowledge of construction, engineering, forms of contract, financial management of capital projects and knowledge of developing and interpreting programme planning tools. The role will suit someone who can:

  • Manage project teams to establish and define a brief delivering the projectfrom inception to completion ensuring clients and service users are engaged, playing an active role in the development of the project including stage gate reviews.
  • Ensure project governance and reporting arrangements are established for all key projects.
  • Work collaboratively, managing your own workload and supporting others.
  • Collate and analyse data, prepare, and present reports on topics to the relevant forum including Health Building Notes and Health Technical Memoranda to aid design and management of building projects.
  • Undertake feasibility studies/option appraisal exercises for the preparation of Business Cases.
  • Selection and appointment of contractors in accordance with best practice, SFI's, procurement legislation to ensure the performance is monitored.
  • Develop specifications, and tender work by Trust policy, appoint and brief external contractors.
  • Steer the work undertaken on each project, including in-house services, external consultants, and contractors to ensure the project is delivered.

  • Knowledge and significant experience of public sector capital development projects and processes, including NHS Capital and/or Estates/Facilities/Management
  • Experience of multi-disciplinary working, project briefing and working with other specialists within very complex environments.
  • Construction Project Management: delivering projects within time/cost/quality framework.
  • Practice in architecture, building or construction management or associated disciplines, including all stages of construction projects and project management; minimum 5 years.
  • Contract Management (form of contract): Knowledge of current forms of contract; JCT, NEC etc. Proven contract management skills.
  • Commissioning of construction Projects.
  • Delivery of capital / major refurbishment schemes by external organisations.
  • Building Control: To be proficient in requirements under the auspices of Building Control and with the Building Safety Act.
  • Management of delegated budgets and works and fee contracts tested by competitive tender.
  • Contractor Management: To have managed consultant and construction contracts from design to completion. Costing and pricing experience an advantage.
  • Experience of analysing complex performance and activity information and evaluating the impact on business performance.
  • Experience of engaging with in-house engineering or facilities functions plus Statutory Authorities and Department of Health and Social Care, NHS England.
  • Appreciation of engineering principles for building services.
  • Highly numerate and IT literate.
  • Evidence of continued professional development.
