We are looking an Associate Procurement Director to join our team for a six month fixed term contract.

This is an excellent opportunity to provide strategic leadership and responsibility for delivery of procurement programmes including healthcare services to improve value and quality for member trusts.

This strategic role will be a key driver of value for the NHS and wider public sector through delivering projects, frameworks and call off procurements for customers.

The role will include extensive engagement with our member NHS organisations and other NHS and public sector customers, across a wide range of stakeholders, based locally, regionally and nationally. Key stakeholders also include Workforce Alliance partners, Integrated Care Systems, NHS Employers.

We are looking for a highly motivated, enthusiastic individual wanting to make a positive difference in the NHS. The successful candidate should be able to demonstrate strong personal skills, and extensive experience and enthusiasm for procurement. They will also be a good communicator, have a strong people focused approach, and broad commercial acumen.

Main duties of the job

This is a strategic role which predominately focuses on the healthcare category providing strategic long term procurement strategies, policies and work plans. You will be the principal expert in all Procurement related matters and lead in relation to UK and European procurement rules.

This role is suitable for someone who is commercially astute and has the capability and drive to provide inspirational leadership. You will work autonomously, enjoy managing and supporting people to achieve their potential, have a strong customer focus, and will be an active participant in NHS Commercial Solutions and member trusts.

Interviews will be held on 23rd November and will either be virtual or at our offices in Dorking.

Job Overview

This is a project-based role for a 6-month fixed term. The Associate Procurement Director will provide inspirational leadership and direction for NHS Commercial Solutions and customers. The post holder will mainly lead projects on the strategic development of healthcare services projects with responsibility for the strategic development and management of clinical and non-clinical spend across NHS organisations, developing long term procurement strategies, policies and work plans. You will be the principal expert in all Procurement related matters and lead in relation to UK and European procurement rules. The Associate Procurement Director will provide strategic leadership and responsibility for multiple procurement programmes to improve value and quality for member trusts.

Key Responsibilities of the role are:

  • Contribute and support the development of the NHS Commercial Solutions offer and services.
  • Devise, implement and continually review the Procurement strategy to ensure innovation and improved value for money from clinical and non-clinical expenditure across NHSCS members and deliver income targets for NHSCS.
  • Produce a Healthcare services Pipeline workplan which is consistent and integrated with the Procurement strategy and Business objectives of NHSCS including being aligned with core member workplans.
  • Lead on selling and delivery of complex procurements covering a broad range of services and products and provide strategic advice to Senior Management and Divisional Leads in member trusts.
  • Evaluate cost saving opportunities by using benchmarking and re-negotiation, re-engineering and volume leverage.
  • Senior leader in challenging the norm, ensure modernisation of practice, utilising new innovations and improved technology.
  • Leading and being responsible for procurement and projects across member trusts.
  • Working with key stakeholders in developing relevant Networks and Forums.
  • Being an active participant in NHS Commercial Solutions corporate networks activities through individual and joint Trust stakeholder groups and evaluation groups.
  • Ensuring that the interface between stakeholders and procurement functions is established and robust, ensuring that change is driven through innovative procurement practice and contract compliance; thereby managing costs and improving patient care through efficient practice.
  • Provides specialist healthcare services procurement expertise to the team, to give support, advice and training to Procurement teams, member Trusts, divisional managers, HR, finance and other key stakeholders.
  • Supporting Directors in the delivery of cost and efficiency savings across member Trusts, by analysing current spend information to develop category management and procurement strategies.
  • To ensure contract compliance across the NHS Commercial Solutions, pursuing procurement excellence through the implementation of efficient and effective procurement projects within key markets.
  • To meet customer requirements by demonstrating best value for money, through compliance with category priorities and contracts, and by actively managing the market place through development of key strategies for supplier and contract management.
  • Senior activity in liaising with colleagues at all levels to ensure compliance in the use of agreed standardised products, ensuring the range of items within catalogues is rationalised to an optimum level.
  • Identify and works with government agencies and social services to ensure all strategies support national initiatives.
  • Collaborate effectively with other Collaborative Procurement Organisations and NHS Trusts on contracting opportunities.
  • Provision of expert technical advice and knowledge on UK and EU procurement regulations to ensure all procurement activities are in accordance with the Trusts policies and procedures, Standing Orders, Standing Financial Instructions and all current legislation.
