Job summary

Provide a professional, high-quality end to end Medical Consultant recruitment service, including locum consultants

Lead on the recruitment and administration of the Consultant Advisory Appointment Committees (AACs), ensuring it follows The National Health Service (Appointment of Consultants) Regulations Good Practice Guidance

Support the Recruitment Team Leader in the provision of a comprehensive, efficient and cost-effective Trust wide recruitment service, including the introduction of Workforce Streamlining as it is implemented across the Trust.

Responsible for continuously improving and maintaining an excellent medical consultant 'on-boarding' service in line with best practice, that is NHS and employment check compliant

Maintain effective communication and working relationships with all service users and members of the wider workforce team

Provide advice and support to managers and staff on a range of Recruitment and Resourcing issues.

Ensure that all medical consultant recruitment processes adhere to the NHS Employers guidelines for pre-employment checks for NHS staff.

Provide a comprehensive, high quality, professional and responsive medical recruitment administrative service to all Managers, Trust staff and potential applicants.

Act as a first point of contact for medical consultants interested in working for the Trust.

Liaise closing with Specialist Medical Recruitment Offcer and assist with covering their work in times of absence.

Main duties of the job

The postholder will:

  • Provide a professional, high-quality end to end Medical Consultant recruitment service, including locum consultants

Job responsibilities

Responsible for ensuring the provision of a comprehensive Medical Consultant Recruitment and Resourcing service, including providing advice and support to managers, staff and candidates on the full range of operational Recruitment and Resourcing matters. This will include terms and conditions of service, best recruitment practices, alternative recruitment methods such as international recruitment, equality and diversity and guidance of employing Overseas Nationals.

Responsible for processing recruitment related correspondence and documentation ensuring efficient and accurate completion of safe recruitment procedures for medical consultants including locum consultants, to include advertising vacancies, shortlisting, preparing and issuing contracts, in line with employment legislation, Trust and Department of Health guidelines. Check GMC registrations and date for CCTs for all shortlisted applicants, prior to interview. Alert the Senior Recruitment Manager to any concerns during any part of the recruitment process.

Provide timely and proactive end to end recruitment process including drafting and placing adverts, arranging and participating in short-listing and interviews, carrying out employment checks and issuing contracts of employment, using the e recruitment system, NHS Jobs and ESR.

Responsible for inviting candidates to interview and rejecting unsuccessful candidates and ensuring appropriate records are kept.

Lead on the recruitment and administration of the Consultant AACs, ensuring it follows The National Health Service (Appointment of Consultants) Regulations Good Practice Guidance.

Arrange and attend Consultant AACs, taking notes, and liaising with line managers and candidates to ensure smooth running of the interview and selection process

Prepare candidate packs for the Consultant AAC, ensuring that information is error free, up to date and professionally presented.

Ensuring the co-ordination, planning and negotiation with Divisions to arrange shortlisting and interview panels to ensure vacancies are filled promptly to reduce locum expenditure.

To liaise between the preferred candidates, and the recruiting manager to ensure that recruitment processes take place as quickly and as smoothly as possible. This will require the post-holder to have an excellent understanding of a range of recruitment/induction and on-boarding procedures and to exercise their judgment to resolve problems and unblock any barriers to a smooth recruitment process.

Write offer letters ensuring that the correct information is given including starting salary, additional PAs and % of on call payments as applicable. Attach appropriate documents and internet links to ensure that pre-employment checks are carried out as quickly as possible.

Liaise with manager post interview to ensure all paperwork is properly completed and submitted promptly by the manager

Request references ensuring they are from appropriate sources and cover appropriate periods, chasing or seeking alternatives as necessary. On receipt ensure that references are approved by the manager giving advice as appropriate

Ensure the active management of all medical consultant appointments, liaising closely with H.R. colleagues and Divisions

Act as the contact for the investigation and resolution of queries and complaints received from recruiting managers and applicants, following up and acting as appropriate under the guidance of the Medical and Senior Recruitment Manager

Prioritise individual workload and ad hoc/urgent requests on a daily/hourly basis relative to the anticipated volume of work and the proximity of deadline.

Responsible for ensuring that personal files are appropriately completed and forwarded to the payroll team in line with HR requirement and guidelines.

Responsible for ensuring accurate contracts of employment for new starters are issued, in line with the Consultant Contract ensuring salary entry points are in line with terms and conditions.

Responsible for ensuring that all documentation associated with recruitment and selection is of a high and consistent quality, e.g. job descriptions, person specifications and adverts comply with employment legislation, Trust procedures and contain accurate and relevant information

Process Honorary Contracts, secondments and maternity leave as required

Maintain electronic filing systems ensuring that information can be retrieved quickly and efficiently and is always stored in the relevant accessible drive.

Participate in meetings and activities relating to the recruitment process and support the implementation of improvement and innovation.

Ensure that new employees are booked onto the corporate induction programme and along with the recruiting manager act as point of contact for applicants prior to commencement of employment.

Work in accordance with National and International recruitment codes of conduct and ethical practice.

Provide support and cover for medical recruitment team colleagues as required
