Job summary
We are looking for an exceptional individual to lead our Capital Development Programme and the associated Programme Management Office.
Our facilities are some of the best in the country. We have an ambitious capital development programme to invest over £70m this year and over £350m over a 5-year programme. The programme includes new build projects, refurbishments, engineering and infrastructure investments and decarbonisation schemes.
The role has oversight across the entire Capital Projects team and associated Programme Management Office covering all aspects from appraisal and feasibility studies, business case production, procurement, supply chain, project management and quality control.
As a key member of the team you will provide senior leadership and technical advice across the organisation for the Capital Programme, working closely and developing key relationships with the Board, Executive and our clinical and non-clinical team leaders.
You will bring your experience and specialist expertise but also your passion and creativity. You will need to be an excellent communicator and successful influencer to lead the thinking on this agenda and a wide range of delivery plans for a number of ambitious projects.
You must have a proven track record of managing complex capital construction programmes. Self-motivation is essential along with passion, drive, adaptability and resilience to cope with change within the Trust and wider NHS.
Main duties of the job
The Deputy Director is accountable to the Managing Director for the provision of leadership, direction and financial control for all schemes and developments of a capital nature, contributing to and ensuring the delivery of strategic and operational service objectives and corporate policies set by the NHFM Board and its customers. Together with the Managing Director, the Deputy Director will foster a culture, which engages, all staff and all other colleagues in the development and delivery of project and contract requirements.
Objectives include achievement of all company performance targets as well as those specified by the Company Business Plan, the Customers Business Plan and other national or local initiatives.
The Deputy Director is a key member of the NHFM's management team who will work closely with other senior colleagues, and contributes to the overall management of the Company and the services it provides. The post holder will work closely with the Managing Director and Clients responsible for significant capital schemes.
To be professionally and technically accountable for NHFM's construction and for strategic policy development in specialist areas: Planning, procurement, design, project management, bid management and work winning. Responsible for strategic and operational management of the Companys project management function.
To compile strategy on capital procurement and planning needs in the delivery of schemes to meet the needs of customers.
Responsible for compiling and delivery of a 5 year capital plan and an annual breakdown of capital requirements on equipment replacement, H&S/risk, Backlog Maintenance and major capital schemes the results of which will impact on the whole organisation.
Directly control and manage pay and non-pay budgets for all Capital requirements/schemes, ensuring that all budgets are kept within the financial limits set and value for money is obtained throughout.
Acting as Project Director and project manager on Capital developments.
Preparing Business Cases and approval papers.
Ensuring quality of design and completed schemes, cost control at all stages from inception to completion ensuring performance, value for money is delivered throughout, controlling variations to project costs, and delivery of scheme to agreed programmes.
Leading large multidisciplinary project task teams of consultants, heads of department, services leads.
Appointing, instructing and overseeing the work of external consultants: lawyers, financial/cost advisors, technical advisors, architects and engineers, planning consultants etc.
Coordinating the Companys design function to deliver feasibility schemes, estimated costs and financial analysis in the support of directorate business cases and delivery of projects in house and externally.
To manage the bid qualification (bid go / no go) process for new opportunities.
Manage virtual bid teams and inputs from a variety of stakeholders, typically involving contributions from sales, marketing, product team, finance, commercial, legal and delivery.
Preparing and reviewing the commercial aspects of the bid, ensuring all services are included in the final price to the customer.
Risk tracking and management throughout the bid process.
Contributing to the written proposal both in terms of content and presentation (such as preparation of a management summary)
