Job summary
We are seeking an outstanding senior leader to oversee a large, complex and strategically critical capital investment portfolio across Gloucestershire Hospitals. Managing an annual programme of circa £55m, this role plays a pivotal part in shaping the future of the estate and improving the environments in which patients receive care.
This appointment sits at the heart of a defining moment for our Trust, with responsibility central to the development and delivery of the Estates Strategy Programme. As part of the long-term masterplan and development control plan, the role provides leadership and assurance across major redevelopment schemes, critical infrastructure upgrades, and the creation of modern, safe, and sustainable clinical environments.
We are looking for a proven leader with extensive experience delivering major capital and infrastructure programmes in highly complex environments, alongside strong commercial acumen, financial expertise, and the ability to influence at Executive and Board level. This is a key senior role that will directly shape the resilience, functionality, and quality of our hospitals for years to come.
Main duties of the job
- Provide strategic leadership and direction across the Trust's capital investment portfolio
- Embed best practice governance in line with the Government Functional Standard for Project Delivery
- Lead excellence across portfolio, programme, and project management to ensure consistent delivery standards
- Work in partnership with corporate, clinical and operational leaders to align capital investment with service needs and priorities
- Collaborate with key stakeholders including GMS (wholly owned subsidiary), PFI partners, and external advisors and delivery organisations
- Ensure all capital schemes are clearly defined, clinically appropriate, and financially robust
- Oversee delivery of safe, high-quality projects that meet regulatory and compliance requirements
- Ensure capital investment delivers measurable benefits for patients, staff, and the wider health system
- Provide assurance on programme performance, risk management, affordability and value for money across the portfolio
