Job summary

The primary purpose of this role is to provide effective support to the Trust in delivering financial sustainability and in the provision of accurate, timely, engaging information around financial sustainability and productivity.

This is an exciting, fast-paced role within a small productivity and efficiency team within finance. The team provides the assurance of the savings programme, alignment of savings targets, monitoring of the programme, provision of benchmarking tools and design and communication of up-to-date productivity information at all levels within the organisation, as well as providing the business planning rigour for the Trust.

The key purpose of this role is:

To play a key role in financial modelling for large cross-cutting savings schemes and work closely with a range of internal stakeholders, highlighting risks to delivery and the financial impact of slippages.

To provide professional analytical expertise to drive and measure improvement action.

To employ a disciplined approach, ensuring documentation is to an excellent level of accuracy, and enables action monitoring of Financial Sustainability schemes and all other projects where applicable.

Play a key role in the development of a consistent approach to reporting productivity information across the Trust, deploying a rigorous approach to the way we manage and report productivity at GHFT.

Main duties of the job

Accountable to the Associate Director or Productivity & Efficiency. This role requires significant interpersonal and communication skills as it is Trust-wide and interacts with a wide range of stakeholders and levels of hierarchy.

Ensuring projects maximise delivery of Financial Sustainability and that financial improvements are managed and tracked effectively.

Provide oversight and governance of financial sustainability schemes, incl. written performance reporting and analysis, which will be both ad-hoc as well as to scheduled Boards and Committees.

Accurate, timely provision of savings information, ensuring that there are robust controls to keep published information accurate.

Provide accurate, timely reporting for Trust, Division and Specialty productivity, ensuring reconciliation with published NHS England documents.

Development and management of effective systems of reporting risk and likelihood of falling behind required level of productivity, efficiencies and cost improvements

Continually improve Financial Sustainability, benefits realisation and productivity reporting to enhance decision making processes

To communicate professionally and effectively in all situations, especially in more contentious situations.

To be responsible for own analytical projects to enhance the quality of information available to the trust

Work effectively with stakeholders to assist in gaining stakeholder support and buy-in

To build and maintain constructive relationships and networks

The post holder will be accountable to the Associate Director or Productivity & Efficiency, who in turn works primarily within the finance function, but has a matrix management reporting line to the Associate Director of Strategic Planning & Transformation. While specific targets and objectives will change, the key accountability areas for successful delivery for this post are:

Play a key role in ensuring projects maximise delivery of Financial Sustainability and that financial (as well as non-financial where appropriate) improvements are managed and tracked effectively

To provide oversight and governance with regard to the financial tracking mechanism of benefits associated with financial sustainability schemes, incl. written performance reporting and analysis, which will be both ad-hoc as well as to scheduled Boards and Committees; on the basis of financials provided by the Divisional Finance Business Partners.

To ensure accurate, timely provision of savings information, both for in-year reporting and within the planning rounds, ensuring that there are robust controls to keep published information accurate.

Maintain strong relationships with Divisional Finance Business Partners, Workstream leads, Project leads etc. to provide guidance and to enable consistency of financial savings and methodologies used;

To complete external and internal savings reporting on a monthly basis within the month-end reporting framework, ensuring proactive adherence to all deadlines.

To put effective controls in place within reports developed to enable assured reporting on Financial Sustainability performance

Provide monthly, accurate, timely reporting for Trust, Division and Specialty productivity, ensuring reconciliation with published NHS England documents.

Provide input on financial methodologies to support the Financial Sustainability Programme governance, tracking and reporting. This will include identifying and baselining of opportunities and benefits realisation measurement.

To provide an advisory and support role to programme management function, pulling upon expert financial knowledge to ensure rigour and to assure the reported position.

To communicate professionally and effectively in all situations, especially in more contentious situations.

To be responsible for own analytical projects to enhance the quality of information available to the trust; with particular focus on producing accurate, timely, engaging reporting suites that help achieve a common understanding and drive progress within programmes.

To work with the Senior Benchmarking Analyst and team in proactively looking for opportunities identified through the Model Hospital, PLICS, internal metrics and other benchmarks

Work effectively with stakeholders to assist in gaining stakeholder support and buy-in;

Provide reports and presentations around productivity and financial sustainability agendas, ensuring there is rigour and robustness in reporting

Development and management of effective systems of reporting risk and likelihood of falling behind required level of productivity, efficiencies and cost improvements;

Provide support across the Trust in the development of new schemes & business cases in the identification, measurement and quantification of cash and non-cash releasing benefits

Utilise broad financial knowledge and experience base to provide professional support to Finance & S&T teams in adopting best practise methodologies in the benefits realisation process

Develop and own a benefits realisation toolkit

To operate within and assist in providing enhancements to current Financial Sustainability, benefits realisation and productivity reporting to enhance decision making processes, ensuring information is readily understandable and engaging

Be an active participant in, and provide a coordination role for, programmes that improve the effectiveness of the finance function and its recognition within the wider NHS including Future Focused Finance accreditation work.

This will include provision of training to the wider organisation, in addition to coordinating accreditation towards national schemes.

Deputise where necessary and appropriate for the Associate Director of Productivity & Efficiency

Qualifications, Knowledge & Experience

Essential

  • CAAB or equivalent Qualified Accountant with current professional membership, with significant experience in finance in addition to professional qualification
  • Degree level education or equivalent NHS previous experience
  • Excellent presentation skills, highly verbally competent, and confident to present information in a creative, engaging way to colleagues up to and including Board level
  • Advanced knowledge and highly skilled in the use of MS Excel, with knowledge in the use of other Microsoft applications: Vlookup, Sumif, sumifs and Power Functions
  • Experience of working accurately to tight deadlines, with the ability to manage and prioritise own workload to achieve Trust priorities and objectives in an effective and efficient manner.
  • Knowledge and deep understanding of NHS Provider efficiency and productivity challenges and involvement in NHS efficiency / productivity programmes
