Job summary

You would be working within a supportive, friendly and energetic team that provides quality procurement services to our end-users and NHS colleagues. The role involves working within Procurement and managing contracts and quotes and conducting commercial reviews of suppliers' catalogues to ensure the Trust is getting the best value and price of goods.

Additional contract details: 12 Month Fixed Term Contract - This may become a permanent post once fixed term contract ends.

Additional working pattern details: Monday to Friday 9am to 5pm - Minimum of 2 days attendance on site in Gloucester

Main duties of the job

The successful candidate will have experience in procurement services or customer services, enjoy a fast-paced rewarding environment and have a desire to deliver high levels of service.

They will have experience in procurement within either a commercial business environment or have an understanding of the main elements of procurement, commercial contracting and contract regulations.

The role will involve managing suppliers and their Purchase Orders and ensuring that goods are delivered correctly, on-time and as described in the order. It will involve managing supplier contracts and ensuring that the service provided is aligned with the contract and that the Trust is obtaining value for money.

It also will involve liaising with multiple end-users, suppliers and colleagues to ensure high levels of service are provided.

Job description

Job responsibilities

Responsible for the procurement of Consumables, Services and Works as required under the direction of the Procurement Manager, to achieve the most economically advantageous result at least risk, and consistent with Public Procurement Regulations 2015 and the Procurement Act 2023, Standing Financial Instructions and the operational requirements of Customers. This will include but not limited to:

- invitation to quote/tender and commercial evaluation

- negotiations with suppliers and contractors

- placement of orders and contracts compliant with the Trusts Standing Financial Instructions, Procurement Policy and current legislation.

- Provide support for tender exercises and collaborative procurement exercises

Delivery of annual work plans, achievement of performance and savings targets.

The annual non-pay expenditure of the Trusts in the health community over which the Procurement Shared Services (PSS) has influence. PSS provides procurement services to the following Customers:

- Gloucestershire Hospitals NHS Foundation Trust

- Gloucestershire Managed Services

- Gloucestershire Health and Care NHS Foundation Trust

Within PSS, there are 6 Procurement Officers working within the Clinical / Corporate teams. The Procurement Managers role provides day to day supervision and management of the Procurement Officers. Procurement Officers report to a Procurement Manager.

  • Educated to at least NVQ Level 4 or with the equivalent level of knowledge or experience.

Desirable

  • Qualified to Level 4 Diploma in Procurement and Supply via the Chartered Institute of Purchasing and Supply is desirable or be prepared to study for full professional qualification. This study is supported by the Trust.

Knowledge/ Skills

  • The post holder should possess basic to intermediate levels of competence in the standard range of Microsoft Office applications. Microsoft Word and Excel are particularly relevant. CLAIT or ECDL level qualification would demonstrate sufficient level of knowledge.
