Job summary
Gloucestershire Diabetic Retinopathy Informatics & Commercial Development Specialist has accountability for the delivery of complex performance monitoring and information management systems and processes for the Gloucestershire Diabetic Retinopathy Screening Programme and the associated research team.
Main duties of the job
The post holder will be responsible for developing and implementing strategies and business plans to ensure that productivity benefits and performance improvements are realised and to manage prominent risks to the Gloucestershire Retinopathy Screening Programme and the effectiveness and reputation of the Gloucestershire DR screening and research group.

Job responsibilities
- The Gloucestershire Diabetic Retinopathy Screening Service is developing a Diabetic Retinopathy Failsafe Database and improved failsafe procedures. The purpose of this database is to check that patients are being seen and treated in an appropriate timeframe and that we as a service are able to meet the Key Performance Indicator standards that have been introduced. There is an on-going requirement to manage the database and to further develop it to provide timely reports and to provide extracts that are required for research once appropriate ethical approval is given. This would be a function of this post holder
- The Gloucestershire Diabetic Retinopathy Screening Service plan to test out software for automated analysis of grading and will need the help of the person appointed to this post to enable this using the AI server that we have purchased.

- Educated to masters degree level or relevant equivalent experience
- Evidence of continued professional development in management and technical development
Desirable
- Relevant IT / project management / programme management qualifications (PRINCE2).
- Formal IT service delivery qualifications (e.g. ITIL)
Skills and abilities
Essential
- Knowledge and understanding of systems database design and analysis methodologies
- Skills in Sequel programming
- Highly developed PC hardware, software and keyboard skills.
Desirable
- A structured and pragmatic approach to problem solving.
- Willingness to undergo further development and training as necessary.

- An in-depth knowledge of Digital Healthcare Screening software
- An in-depth knowledge of Medisoft/ Medisight Ophthalmology Software.

- Sound understanding of healthcare data interoperability standards such as HL7 v2 and v3 and secure data transfer methodologies.
