Job summary

The purpose of the role is to provide a proactive approach in the analysis of information generated and submitted by the Statutory and Mandatory reporting team to ensure all data retrieved, processed and supplied is accurate, effective and delivered to agreed timescales.

Through this analysis the postholder will be required to create reporting to benchmark and highlight data quality issues, develop reporting to identify data quality issues and to communicate with the operational areas to correct the problem and support the Statutory and Mandatory reporting and Data Quality team.

The postholder will develop an understanding of issues and limitations of data sources, in particular the impact these have on the production or use of datasets used in reporting, and to understand how data flows, and the effect working practices relate to data quality.

They will also provide a lead role in the coordination and provision of information to department stakeholders in matters related to current internal reporting. This will be achieved by the use of PowerBi reporting and the use of PowerPivot and PowerQuery functionality for data modelling and data transformation combined with Visual Basic Coding skills to automate standard reports.

Main duties of the job

The main duties of the role include the development of links and relationships with senior members of staff from across the Trust and outside of the Trust, eg Local Authority, and to help resolve any issues with dataflows.

Working closely with the Statutory and Mandatory and Data Quality team the need to build good working relationships with the staff they come into contact with on a regular basis is paramount.

Resolving complex queries and to discuss subsequent analysis, which will be complex and may be sensitive.

Motivating members of the team and introducing new ways of working to improve efficiency or improve current reporting.

To provide a lead role in the coordination and provision of information to department stakeholders in matters related to current internal reporting.

To use PowerBi, PowerPivot and PowerQuery ,combined with Visual Basic Coding skills to automate standard reports for data modelling, data transformation and data analysis to provide benchmarking for stakeholders.

The postholder will provide analytical support to the service, working alongside Statutory Reporting and Data Quality team colleagues to build and utilise analysis applications in support of Statutory and Mandatory reporting and Data Quality monitoring. They will take a lead role in the coordination and provision of information to support department stakeholders and improving data quality and data integrity throughout the Trust and promote the importance of data standards throughout the organisation. This will mean the post holder will be in regular contact with senior and other members of staff from specialities, departments, wards and representatives of relevant organisations outside the Trust (e.g. Local Authority), either face to face, via the telephone or by email, as such will need to be able to discuss complex information issues with non-information personnel.

The role involves ensuring all data retrieved, processed and supplied is accurate, effective and delivered to agreed timescales and maintain an in-depth understanding of data sources, requiring an understanding of the issues and limitations of the data sources, including the impact of these on the production or use of datasets for reporting. Datasets need to be assessed for data quality and completeness, providing feedback to the Information Specialist Statutory Reporting and Data Quality or data recipients where issues are identified and will maintain a clear understanding of Information Governance in particular where this relates to reporting and sharing of results.

The range of tasks undertaken will include complex analyses involving data that has several components (e.g. administrative, demographic and clinical), from a number of sources and systems (including external to the Trust). Results that are at variance with known national or local indicators will have to be investigated, interpreted and explained. Where appropriate, outputs will require validation against comparative information from other sources to ensure consistency. It may also be necessary to spend time with users to ensure they understand the datasets and to provide explanation for any areas of uncertainty.

There will be a requirement for the post holder to develop complex SQL queries, manipulate data, validate, design, present and explain datasets and where necessary to investigate anomalies and liaise with users and subject area experts to clarify issues that may be affecting information quality.

Routine and ad hoc analyses will be undertaken, which will often be highly complex at times requiring the development of detailed SQL reports using the Trusts data warehouses. Importance will be placed on the content, accuracy and completeness of data retrieved, which will frequently require further manipulation within Excel or other Business Intelligence tools and where appropriate, outputs will require validation against comparative information from other sources to ensure consistency. It may also be necessary to spend time with users to ensure they understand the datasets and to provide explanation for any areas of uncertainty. The post holder will be expected to implement decisions concerning information requirements, data definitions etc, clarifying and interpreting complex data requirements and resolving complex queries.

Due to the number of data submissions and datasets the post holder will need to be aware of deadlines for provision of data. They will need to regularly review and where required, reassess and prioritise their workload to meet deadlines. This will include coordinating the work of other staff to ensure timescales are adhered to. They will need to coordinate the collection of information from a number of sources internal and / or external to ensure the integrity of all data in systems and the systematic provision of high-quality information which adheres to deadlines.

The post holder will need to be familiar with, and have a proven experience of NHS data flows and data definitions, organisational and local data flows and database architecture. They will need to understand the requirements of users with regard to detailed datasets and highly complex data analyses and ensure that all requests for information both ad hoc and routine are undertaken in a timely manner. Where necessary priorities will need to be agreed both internally and externally with information users.

The role requires advanced keyboard skills (e.g. knowledge of shortcuts) to enable the data input and manipulation into databases and spreadsheets quickly and accurately using a number of software tools, including SQL Server Management Studio, Microsoft Excel, Power Query, Power Pivot and Microsoft Power BI.

Working closely with the Statutory and Mandatory reporting and Data Quality team there will be a need to help in the development of other new staff into post including training colleagues in their own area of expertise and to participate in departmental training, including sharing of knowledge and skills particular to their own role for the benefit of members of the wider Information Services department. They must be capable of motivating staff to make use of new and inventive ways of working as developed by the postholder. It will be essential for the post holder to build good working relationships with the staff that they come into contact with on a regular basis.
