Job summary

The North East and Yorkshire Genomics Laboratory Hub (NE&Y GLH) is a partnership between the NHS Trusts in Newcastle, Leeds and Sheffield. We provide diagnostic testing services across the region as part of the national Genomic Medicine Service. Our exciting programme is making genetic testing available to mainstream clinicians and offering revolutionary new diagnostics for our patients and their families. Areas covered include rare diseases, cancer and personalised medicine.

In collaboration with colleagues across the three cities, the GLH has an IT programme to transform the systems used for genomic analysis. The GLH informatics vision is to enable a single virtual laboratory that covers the whole region. Scientists will have access to the tools and data required to perform their jobs, regardless of their physical location. Discrete steps in each pathway can then take place at the location best suited to deliver that service.

Working within the GLH LIMS project team, we are looking for a project manager that will play a key part in supporting this transformation. We are currently delivering a shared GLH Laboratory Information System (LIMS). Working with clinicians, scientists and IT colleagues across the region, and with our chosen supplier, it is essential that we manage the smooth delivery of the system to meet our defined requirements. We also need to ensure that the organisation is ready to transition to the new ways of working.

Main duties:

The post holder will provide project support and leadership to the GLH LIMS project;

  • ensuring the development, deployment and implementation of a joint informatics solution
  • ensuring we are operating within our regional assurance frameworks
  • delivering a technical, operational and analytical platform
  • ensuring we deliver to the timescales required

The successful candidate will have a:

  • Proven experience in working in informatics, including establishing and implementing complex informatics solutions across significant geographies
  • Project management skills
  • Understanding of:
    • Genomic data and systems
    • Clinical or laboratory workflows and quality processes, or
    • Experience in similarly complex healthcare IT environments

  • Direct and effective management of projects and programmes as required.
  • Responsible for the leadership, management and performance of a team of business analysts and other project staff.
  • To lead on any other GLH initiatives / activities as directed by the GLH Data and Informatics Director.
  • Contribute towards the delivery of the GLH Programme / Project portfolio and co-ordinate project inter-dependencies.
  • Management of the delivery of the GLHs comprehensive portfolio of work comprising of programmes, projects, technical requests and feasibility studies.
  • To give comprehensive support and advice to a range of senior managers.
  • To ensure the timely and accurate production of programme status reports for senior management, and the Trusts management committees.
  • Client interaction, including developing a pipeline of work from the client, managing programmes/project priorities with the client, financial tracking and reporting, and project tracking and reporting
  • Cross-activity relationship management across all directorates and departments
  • Active leadership in the areas of quality control, standards, working practices and continuous improvement.
  • The position will involve a considerable amount of interaction with colleagues, business groups, IT and external vendors
  • To contribute to the on-going development of the Trusts IT Change Framework (structure, processes and controls) as a Trust asset. Promoting the value of the Change Framework within the change community and driving improvements based on experience gathered from business partners. Maturing those disciplines across the organisation ensuring deliverance of a professional, high qualityservice.
  • To contribute to the Trust Wide Programme Management Operating Plan, maintaining alignment to NHS direction and policy
  • Quality and Assurance and control over Programme/Project execution and outcomes including initial point of review for governance packs, prioritisation challenges, cost & resourcing pinch points
  • Managing effective interfaces in order to maintain an end-to-end view of programme priorities and direction
  • Feeds into and maintains register of portfolio risks and issues, including mitigation plans. Ensuring that these are escalated and acted upon effectively.
  • Manage and lead Executive Assurance assignments as identified e.g. setting up and leading task force teams as necessary
  • Provide advice / guidance to programmes and projects on processes and controls, building an improved understanding and capability in conformance to defined governance and practices
  • Experience of managing stakeholders and debate, up to Director level
  • Reports to the GLH Data and Informatics Director
