To cover for maternity leave of the existing postholder. To provide specialist expert technical and procurement and commercial contracting advice to all internal stakeholders.
To maximise value from the supply chain by developing and leading on strategic procurement and category management across all non-pay expenditure categories.
To deliver strategic procurement and commercial projects in conjunction with key stakeholders.
As the service lead for Procurement the post holder is responsible for a number of activities including but not limited to: developing network/care hub relationships with managers and finance business partners; category management; cost saving and avoidance; strategic procurement and commercial contracts.
Support the Assistant Director of Finance, Assurance, Systems and Procurement to develop, implement and deliver the Trust's Procurement Strategy, ensuring effective support for the strategy is achieved from colleagues/end users.
To ensure contract compliance of all expenditure and pursue procurement excellence through the development and implementation of effective and efficient processes.
To lead/facilitate strategic initiatives such as sustainable procurement, local supplier development and collaborative opportunities
Main duties of the job
To carry out levels of assurance and due diligence across the supply chain toassess any risk. Develop strategic procurement and commercial strategies for expenditure.
To report on procurement and commercial activity via appropriate methods (dashboards, reports, KPIs, data analysis etc.) working in conjunction with relevant others to ensure consistency and reliability of information and reporting. Develop and implement innovative strategies.
Ensure key links are formed, and develop guidance to promote the proper use of all procurement routes, policies, processes and procedures to drive best possible value and sustainable solutions for their requirements.
Ensure self and all other appropriate staff are kept up to date with all new and changed international and national legislation and directives.
Provide strategic and operational support, advice and guidance to departmental staff to ensure robust processes allow for effective procurement and constantly review to identify areas where practices could be improved.
Promote key relations with regional and national bodies.
Ensure that the Trust has a catalogue system that meets the needs of theservices but is suitably controlled to minimise purchasing options and ensuring value for money.
Analyse, interpret, appraise and compare complex data from numerous sources to drive the development and production of reports in the most appropriate format.

- Educated to degree level qualification with post graduate qualification in contract management or equivalent level of experience and proven ability to perform at the level demanded by the post.
- Full membership of the Chartered Institute of Procurement and Supply Recognised (MCIPS or FCIPS).

- Evidence of continued professional development
- Knowledge of all relevant procurement legislation
