Job summary
The London Ambulance Service (LAS) vision, as stated in the 2023-2028 LAS NHS Trust Strategy, is: "To deliver outstanding emergency and urgent care whenever and wherever needed for everyone in London, 24/7, 365 days a year." This means providing a high quality and differentiated clinical service which exceeds patients' expectations, acting as a single point of access and initial clinical assessment across London (integrating entry via 999 and 111) and working with partners to ensure a consistent and holistic approach to urgent and emergency care.
The post-holder is essential to the delivery of the Trust's strategy, working collaboratively across LAS Directorates and local provider, commissioner and regulatory landscape to implement projects that shape the future development Integrated Urgent Care services within the Trust.
To support the ongoing integration of 111/ 999 within LAS infrastructure and to build an integrated wider system, the Senior Service & Partnership Development Manager is required to support the Leadership Team in the delivery of key Integrated Urgent Care (IUC) programmes and projects, ensuring delivery in a consistent and qualitative way across the Directorate. The post-holder will work as part of the Service and Partnership Development Team within the Integrated Urgent Care Directorate.
Main duties of the job
- Provide expert opinion on IUC across Trust Directorates to support the delivery of the organisations strategic vision.
- Manage the interface between the Trust and a range of partner organisations, including healthcare providers, commissioners and regulatory bodies.
- Provide expert opinion and work across LAS Directorates, Provider, Commissioner and NHSE/I teams to support the delivery of the organisations strategic vision, on time and in alignment with quality standards and helping drive forward the strategic intentions across a broad portfolio of changes.
- Line Manage (including matrix management) of a team of managers within the Service & Partnership Development Team
- Manage the budget for specific programmes of work, ensuring any variance is managed / escalated as appropriate and contributing to budget setting and review activities across the IUC Directorate
- Manage and deliver cohesive plans for the scoping, costing, budget, return on investment and delivery of programmes to a high standard within programme timelines and budgets until the programme or project is stabilised.
- To ensure Programme and Project Audit deliverables are completed to the correct and expected standard with a consistency across the Trust; measured through programme or project audit reports.
- Manage and gain agreement from Senior Stakeholders and SRO upon Programme and or Project Audit reports which are reported to the Executive Leadership team each month.

- Support the Deputy Director Service & Partnership Development and Director of Integrated Urgent Care in long term strategic planning for the Integrated Urgent Care Directorate that aligns with the Trust strategy.
- Maintain relationships with a range of internal and external stakeholders, including provider / commissioner and regulatory organisations, ensuring political awareness of the London Region healthcare systems.
- Demonstrate strategic perspective by using knowledge to put new ideas into action, planning and organisation skills.

- Present to the directorate Director results of audits or the output of investigations into failing programmes or projects in order to gain specific approval for recommendations. - Through complex and deep quality programme and project audits ensure the defined governance processes are reported and recommendations made for improvement by Programme and Project Managers to ensure consistency across the Trust.
- Manage and create reports outlining programme or project failure with recommendations to fix which can be used at both a programme and executive level.
- Provide expert guidance to programme and project managers where programmes and projects are failing and stepping in to manage such programmes and projects where required and as directed by the Executive team or Director of Integrated Patient Care.
- Manage and adjust highly complex Transformation programme or plans based upon influences within or external to the Trust or programme, interpret issues, analyse potential solutions and providing a range of strategies, recommendations or adjustments and change required to key stakeholders including, Executive team or Trust board members.
- Manage programme and / or projects boards as directed by the Deputy Director Service & Partnership Development , to provide feedback and recommendations to help ensure Project / Programme governance adherence and best practice is pursued and put in place in the case of poorly performing or failing programmes and projects.
- Manage highly complex turnaround programmes with significant IT systems redesign or adaption, this may include complex systems replacement with significant business systems re-engineering and ground up design.
- Design tactical plans to mitigate particular issues or risks with as seen within the department including gathering and analysing data in collaboration with key stakeholders and executive team.
- Providing reports that meet the target audience, which may include Trust Directors, board members, Commissioners and NHSE. Such reports may require new Trust policies to be written or existing Trust polices to be re-written and the role holder would lead such revision.
