Programme Delivery Manager - Ambulance Operations

Job summary

Reporting to the Deputy Director of Ambulance Operations, the role holder will develop and manage projects and programmes across the Ambulance Operations Directorate with the role holder directly managing multiple Business Support and Project Managers and multidisciplined teams (IT, Estates, Fleet, external suppliers) from across the Trust to deliver defined projects within designated programmes. This may include both longer term programmes, such as a cost improvement programme (CIP) or development and delivery of the directorate's business plan, or short-life projects such as service mobilisation or seasonal delivery.

The role holder will provide management and expert opinion to the Ambulance Operations team where team members require programme, project or business guidance in particular where information is unavailable or where issues or risks may be very difficult to manage or be contentious or political in nature The role holder will be responsible for programme management of programmes and projects as determined by the Deputy Director of Operations. The role holder will demonstrate a methodical and structured approach and will be responsible for definition of a Programme Board or working group, if required, and management of the programme governance process, full and integrated planning of projects within a programme and all deliverables to a requisite quality standard throughout the delivery lifecycle.

Main duties of the job

  • Line Manage (including matrix management) a team of business support managers within an assigned programme or programmes, this includes performance, absence and sickness management.
  • Be responsible for and to manage a budget for a programme ensuring any variance is managed and reported to stakeholders and finance.
  • Manage and deliver a cohesive plan for the scoping, costing and delivery of programmes to a high standard within programme timelines and budgets.
  • Ensure programme budgets are fully understood and programmes are delivered within agreed tolerance levels as defined by PMB and the SRO.
  • Manage the implementation of projects, ensuring key milestones are achieved and outcomes met to the quality as outlined with the programme quality plan.
  • Manage programme risks and issues to resolution and that risks and issues are reported through the appropriate reporting structure to ensure programme boards and stakeholders understand and agree risk/issue and associated mitigation.
  • Manage 3rd party supplier and contracts as pertaining to an assigned programme.
  • Ensure the Trust programme and project change process is strictly adhered to and that any change within programme or projects are documented, impact assessed, costed and the change signed off by project and or programme board, if applicable.
