Job summary
The main purpose of the role is to support the Head of Finance & Contracts in negotiating, developing, and maintaining financially and clinically viable contracts for delivering high quality forensic mental health services, as well as contribute to the overall financial sustainability of the Trust.
The North London Forensic Collaborative (NLFC) is formed of five Mental Health Trusts: Barnet Enfield and Haringey Mental Health NHS Trust (lead provider), East London Foundation Trust, West London NHS Trust, Central and North West London Foundation Trust, and North East London Foundation Trust.
Barnet Enfield and Haringey Mental Health NHS Trust (BEH) are the lead provider in the collaborative and sub-contracts to the other NHS four partners and several independent sector providers. To fulfil the lead provider roles and responsibilities BEH has established a separate commissioning division known as the Commissioning Hub. The Commissioning Hub is responsible for:
- Strategic planning and service development
- Clinical oversight and quality assurance
- Contractual, financial, and informational oversight
The post holder will be part of the Commissioning Hub, which is responsible for the contracts, quality, performance, and finance of all NLFC providers and all patients who originate from North London regardless of which provider the placement is with.
Main duties of the job
The key functions of the role include:
- Act as lead point of contact for non-secure provider collaboratives and any designated partnership work, overseeing data products and contract management development & processes
- Oversee adult secure quarterly contract management process including data quality, internal pre-contract review, technical meetings, and reporting to NHSE/I, BEH & NLFC governance on outcome
- Oversee development and adherence to data quality improvement plans & quality platforms (SSQD) and liaise with relevant NHSE/I departments
- Liaise with NHSE/I or ICB in relation to the lead provider contract including oversight of quarterly contract meeting and management of contract variations and sub-contracts
- Work in partnership with the Head of Finance & Contracts to produce annual contract variations and sub-contracts ensuring flow from lead provider terms & conditions
- Ensure relevant Local Authorities and, Integrated Care Boards are involved in contracting processes where host commissioner arrangements, co-commissioning or delegation exists
- Work with colleagues in the Hub team to improve upon the contract management process to ensure it adds value, is focused on the experience of staff, patients, and carers, and incorporates indicators that align with the Provider Collaboratives outcomes
- Oversee IT infrastructure projects
- Support the Head of Finance and Contracts in procurement and any other financial management support required

- To collaborate and work closely with other functions within the Commissioning Hub (including Performance and Strategy etc.) to ensure stakeholders are supported with relevant and timely information on contractual performance and that all activity and performance against targets agreed in the contracts are fully and accurately reported externally to ensure fair payment.
- To ensure timely and appropriate response to provider queries and performance/activity challenges, minimising financial risk to the Provider Collaborative.
- To regularly compile and present reports using a variety of software (including MS Excel / Access, Word, PowerPoint etc.), where the documents may be complex and sensitive in nature.
