Job summary

The Procurement Department coordinates the sourcing, contracting and buying of goods and services to meet the operational requirements of theTrust.An opportunity has arisen in the position of a Band 7 Contracts Manager to work within a top performing, award winning Procurement team.We are seeking to appoint an enthusiastic, well organized person to work within the Contracting team, providing integral support to the Trust.

Main duties of the job

The post holder will ensure that the Trusts Purchasing activities are undertaken in an efficient and effective manner, whilst maintaining compliance with the Trusts Standing Financial Instructions and purchasing policies and processes. They will be managerially accountable for members of the Contracts team and will be responsible for providing senior support to the Trust Procurement Manager and Head of Procurement.

Job responsibilities

To produce sourcing and contract strategies utilising the relevant tools and techniques, enabling the Trust to identify opportunities to deliver cost and service improvements. To continually review and challenge existing sources of supply, identification of barriers to change, develop and implement strategies to ensure successful deployment of contracts. To support Trust business development opportunities, through the provision of advice to stakeholders in the production of tender documents and bid presentations, utilizing expert procurement knowledge and market intelligence. Work proactively with internal and external stakeholders to identify and develop areas where the Purchasing and Commercial Services Department can add value and generate income for the Trust. To develop and implement an appropriate strategies to review and challenge value for money and quality of service/products purchased from existing suppliers Chair Procurement Steering Groups, dealing effectively with potential conflict of ideas and challenges from Consultants to ensure compliance to Trust/National/EU regulations. Provide leadership and motivation for improvement, gaining recognition from the group as a specialist in the field of procurement. To undertake, implement, manage and review highly complex contract activity and commercial arrangements on behalf of the Trust. To be recognized as a procurement expert with the ability to offer commercial and technical advice to internal stakeholders and members of the Procurement team. To contribute to the development Procurement within the Trust, to ensure that all tendering procedures are conducted in line with statutory regulations and Trust Standing Financial instructions and offer value for money by : Developing and implementing contract management plans for a portfolio of key contracted suppliers. The post holder will play an active role in contributing to the implementation of the Trust Procurement Strategy, the continuous development of professional procurement practice the Trust and support in the operational management of the team undertaking designated duties from the Trust Procurement Manager and Head of Procurement as and when required. Ensure compliance with EU legislation, Trust Standing Orders and Standing Financial Instructions, plus good purchasing practice on all contracts dealt with. Assist and carry out local and EU quotation and tender exercises where applicable Manage purchasing projects as defined by the Trust Procurement Manager. Contribute to the delivery of achieving key performance indicator targets as defined by the Procurement Strategy and the National directives. To disseminate highly complex procurement information, for example summarized bid analysis from multiple Suppliers, to ensure clarity of understanding to a wide range of stakeholders, adapting communication style to suit the audience.
