Service Development and Review

As Operational Lead, the post holder will:1. Have responsibility for the overall governance and operational management of all staff, across Community Adult Learning Disability Services. 2. Work with the Head of Specialised Services, the other members of the Senior Leadership Team and Clinical Leads to identify the service direction and translate national and local initiatives into local priorities.3. Lead on change management processes within Community Adult Learning Disability Services.4. Ensure the effective clinical management of all services within the financial framework. Identify to senior managers within the Trust, and to commissioners, any difficulties identified that will affect contractual requirements.5. Work in partnership with Commissioners and other partner agencies to provide services that achieve the best possible outcomes for service users.6. Lead on the production, analysis, presentation and dissemination of information to aid decision-making for service improvements and changes; to be responsible for the analysis, investigation and resolution of anomalies and issues.7. Manage, develop and improve working practices, protocols; setting standards and promoting a positive performance culture throughout the Community Adult Learning Disability Service to deliver a high quality and efficient service. Including liaison and joint working with corporate departments i.e. Human Resources, Finance, Information Management, Performance and Facilities & Estates. 8. Act as a nominated representative of the Service at internal and external meetings, and act on behalf of the Head of the Specialist Learning Disabilities Directorate in their absence. 9. Ensure all staff resources are utilised effectively and efficiently to provide optimum staffing levels in areas of greatest need, whilst giving consideration to contractual obligations. 10. Responsible for the procurement of equipment and resources within the service.11. Responsible for own and others health and safety, reporting all issues to the Line Manager and working within the Trust's Health and Safety policies and the Health and Safety at Work Act.12. Responsible for human resource issues (in partnership with Clinical Leads and Professional Leads as appropriate). 13. Oversee workforce development within the Services. This includes financial management, recruitment and retention, deployment of staff, reviewing performance (and resolution of dispute) and maintenance of appropriate workforce plans. 14. Demonstrate effective leadership in developing new roles with the Head of Service and Senior Leadership Team at a local, regional and national level in line with best practice service user feedback and national guidance. 15. Provide advice, information and support in relation to the Local Authority and NHS Complaints procedures. Implement associated actions and recommendations.16. In conjunction with the Business Support Manager, and Head of Specialised Services, to monitor and manage the performance of the Adult Learning Disability Services and individual team members, to ensure achievements of Trust/Organisational targets/objectives (including delivery of all KPIs).17. Liaise with Professional Leads to ensure the Adult Learning Disability Services provide high quality of learning environments for all student and trainees clinical placements as required.

Systems and equipment23. Provide accurate service and clinical activity information as required by the Trust. This will require the use of written and electronic communication according to protocols in line with local and national standards.24. Co-ordinate the monitoring of information and activity requirements and ensure the timely inputting of contractual information on Trust information systems. 25. Be computer and IT literate. Be responsible for inputting information to the Performance Management process and other service delivery frameworks. 26. Plan, undertake and coordinate service audit to improve outcomes of care and treatment on the basis of activity data and discussions with the Senior Leadership Team. 27. Take responsibility for financial, clinical, and corporate risk management in areas of responsibility and contribute/update Service and Trust Risk Register.28. Ensure Trust Health and Safety Polices are implemented, including Infection Control procedures.29. Develop policies, procedures and practices which reflect the nature of the service and current best practice.

Decisions and Judgements31. The post holder will take a proactive approach to Community Adult Learning Disability Services Management arrangements and be a key participant in Directorate Management Team Meetings, Clinical Governance and Risk, and other Directorate and Trust wide groups32. Participate in the management On Call arrangements as required.33. Produce training plan for the Adult Learning Disability Service on an annual basis linked to statutory requirements, national and local priorities, needs of clients and the development needs of staff.34. Ensure that the training and development needs of the workforce are identified on Trust annual training plans.35. Ensure operational and clinical supervision is delivered effectively to all staff (as per Trust Policy). And that all staff are in receipt of high quality, effective annual appraisals with relevant training opportunities to meet CPD and service objectives.36. Identify and support development opportunities for staff succession planning.37. Attend meetings, reviews and undertake liaison with Commissioners, Carers and other professionals to ensure a high-quality service is provided for clients.38. Instigate investigations in regard to incidents and disseminate learning where standards are compromised.39. Ensure all Trust Policies and Procedures are implemented and adhered to (including Business Continuity Plans). 40. Advise on the interpretation and implementation of policies impacting on service delivery. Issues pertaining to these policies will be clearly communicated to all staff. 41. Make decisions and recommendations in the absence of precedence and sometimes without the recourse to others, thereby exercising and high degree of personal and professional autonomy. 42. Reconcile professional differences of opinion in order to achieve the most appropriate decisions and outcomes. 43. Provide advice using knowledge and expertise, communicating these using effective verbal and non-verbal communication skills and demonstrate empathy and leadership appropriate to the management of the situation.44. Work across multi-disciplinary/multi-agency teams, this will involve liaison and negotiation around highly complex ethical situations and risks, co-operative working and knowledge of multi-agency/inter-agency approaches.

Communication and relationships45. Work collaboratively with other members of the Senior Leadership Team and Clinical and Professional Leads to be responsible for developing and implementing clinical strategy across the Specialist Learning Disabilities Services.46. Create a culture within the Service where all staff respect the individuality, values, cultural, religious and sexual diversity of our service users and carers and staff and contribute to the Service meeting these needs.47. Respond to and deal with complex enquiries. Communicate effectively to manage challenging situations. Responsible for the handling of urgent calls, dealing with them appropriately in a confidential manner and taking all appropriate action.48. Promote effective exchanges of information at all times using appropriate methods of communication according to need i.e. face to face, telephone, electronic video call and written methods of communication as required. 49. Ensure systems are in place to enable the pro-active cascading of communication within the Services and ensure external communications to promote the Service are of the highest standard (including websites and social media). 50. Facilitate positive team working across the Service and encourage the development of active two-way communication between front-line staff and Clinical Leads/Managers/Professional Leads. 51. Prepare high quality written reports as required by the Service, Trust and partner organisations. 52. Handle difficult, complex and emotional situations with tact and diplomacy, e.g. staff disciplinary and performance issues.

Physical demands of the job53. The post requires physical effort associated with sitting for long periods in order to complete complex written and numerical tasks.54. The post-holder will be required to travel over a large geographical distances to visit various Clinical Teams in person.

Most challenging/difficult parts of the job57. Exposure to frequent interruption to routine, relating to competing requests and demands.58. Concentration in meetings to record notes accurately and to agree key actions.

Qualifications

Essential

• First level professional qualification in Nursing /AHP/Social Work or Psychology.

Desirable

• Training in leadership.

Experience

Essential

• Significant demonstrable post qualification experience at Band 7 (or above) working in specialist learning disability setting.

Desirable

• Experience of participating in admission avoidance initiatives i.e. use of DSR or equivalent other hospital avoidance register and CETRs/CTRs.
