Job summary

A fantastic opportunity has arisen within the Midlands Partnership NHS Foundation Trust's Quality and Clinical Performance Directorate. We require a self-motivated, organised and proactive individual to take on the lead for the Quality Standards Assurance Visits across the Trust. This role is a key component of the Trust's quality framework by ensuring that quality standards are assessed. The successful individual will lead a team of reviewers across clinical areas providing assurance of compliance with regulatory requirements, highlighting good practice and identifying areas for improvement. The post holder will also lead on specific improvement projects to support Regulatory Compliance and Assurance functions and will play a key role in the coordination of activities associated with visits from external bodies such as the CQC.

Main duties of the job

Coordinating and supporting the delivery of the Quality Standards Assurance Visit programme including supporting and monitoring project and action plans.

Supportinghealth and social care teams with compliance against CQC standards.

To support the continuous improvement programme by working collaboratively with teams and colleagues to achieve sustainable improvements.

To deliver improvements through facilitation, engagement of stakeholders, analysis, planning and project management to support regulatory compliance and assurance.

To co-ordinate and, along with the Quality Assurance and Effectiveness Manager, deliver the Quality Standards Assurance Visits Programme across the Trust that provides assurance of compliance with regulatory requirements.

Develop, coordinate and undertake visits to teams and services, including evidence collation, to assess compliance; escalating risks and issues in a timely manner, where appropriate.

During the visits, gather and respond to complex and sensitive information, writing clear reports following the visit and working with teams to ensure the development of appropriate action plans.

Lead and support on specific quality work streams and projects, including the delivery of a self-assessment process for teams and services to offer internal assurance.

Deliver improvements through facilitation, engagement of stakeholders, analysis, planning and project management.

Inform and facilitate the sharing of best practice (share and spread) across the Trust, ensuring success is celebrated and learning is disseminated.

Work closely with the Performance Development Team to ensure that action plans are monitored, updated and evidence uploaded to In Phase (Performance Plus) in a timely manner following Quality Standards Assurance Visits, and to support the successful deployment of Performance Plus across the Trust.

Produce reports regarding QSAVs that can demonstrate trends, interpret changes in performance and produce analytical data in a range of formats (from PowerPoint presentations to statistical illustrations) for a variety of audiences, including to Board sub committees, for the purpose of monitoring compliance.

Work closely with the QSAVs Programme Lead, Quality Improvement Programme Manager and the Head of Quality Assurance and Effectiveness to determine the priority of specific work streams and take forward tasks as delegated by the Deputy Director of Regulatory Compliance and Assurance.

Maintain effective and efficient working processes to ensure the smooth functioning of the Quality Assurance and Effectiveness Team. This will include creating, developing, implementing and monitoring work stream specific plans and standard procedures, and ensure that there are appropriate systems, controls and processes in place to support the delivery and evaluation of work streams.

With the Quality Assurance and Effectiveness Manager, assist with the development and implementation of policies and guidelines relating to the role, for example to carry out QSAVs within the Trust ensuring that they feature and reflect current regulatory requirements.

Be responsive to the team or service that is being visited and the circumstances that are presented on the day. Adapt the delivery of the visit in response to this if required, whilst gaining the required assurance against regulatory requirements and the Quality Assurance and Effectivenesss policies and guidelines.

Develop and maintain effective information systems, computerised and/or paper based for the prime purposes of robust audit trails and the generation of relevant reports to assist in both project monitoring and the provision of a timely response to a range of external and / or internal requests for work stream associated information.

Identify opportunities for improvement and monitor the delivery of work streams to ensure that tasks are delivered to standard and timescale, chasing and challenging progress as appropriate.

Identify, design, build and frequently revise any necessary spreadsheets needed to store and maintain sensitive information, including remedial action plans.

Monitor and confirm that others are receiving data and information in a timely and meaningful format.

Support the collation and timely delivery of information requested by the regulator and other external bodies.

Provide project support to ensure implementation of robust monitoring of newly acquired services or service models.

Provide guidance and support to junior team members to facilitate shared learning and ensure that they are able to support QSAV processes confidently.

Work with the Continuous Improvement Team and others outside the team, frontline staff and service managers to support the delivery of the Trust wide transformation programme.

Undertake specific project management work to support the ongoing strategic development of the Trust.

Arrange, organise and facilitate stakeholder events / workshops, including routine CQC engagement activities and events adapting and presenting the material as is appropriate to the audience in question.

Support delivery of the Getting to Outstanding programme, working with teams to raise awareness of requirements; delivering Quality Improvement training where necessary and highlighting practice that meets CQC requirements for outstanding.

Work with professional staff, managers and other staff to develop an environment that promotes continuous service improvement and ensures sustainability.

Knowledge of administration procedures, including specialised Trust IT systems and project management, training knowledge acquired through formal training or experience to post graduate diploma level.
