RESPONSIBLE FOR:

  • Programme and Project Management of the DCF Programme
  • Leading service design/redesign projects across the Programme
  • Leading project/service implementation

This role is based within MPFT Digital and will lead the planning, initiation, management and delivery of the DCF Programme and its projects in collaboration with other organisations, , senior leaders and other stakeholders.

The post holder will be required to lead, manage, influence and challenge a wide-range of senior staff and stakeholders, which at times may be highly contentious and entail managing emotive issues.

The post holder will also be a key representative of the Trust working alongside other partners and stakeholders.. This will involve collaborative working to deliver national priority urgent care transformation. The post holder will need strong communication skills to communicate with a range of suppliers, stakeholders and organisations across the Stafford, Stoke on Trent ICS

Responsibility for the Programme, coordinating, managing and prioritising the project teams to deliver a significant, complex and progressive programme for the DCF.

Main duties of the job

  • To manage project and programme lifecycles to ensure full delivery and implementation of the DCF projects and deliver tangible benefits and improved outcomes for teams and service users.
  • To establish clear, measurable and deliverable benefits measurements to measure the progress and success of all elements of projects within the DCF Programme.
  • Ensure that the programme and all projects are managed in adherence to the PMO Framework including, completion of all project documentation and plans and accurate and timely capturing of information, updates, changes via the Programme Management systems.
  • Responsible for recommending modifications to the programme and projects and effectively managing any project change or exceptions.
  • Responsible for identifying and appropriately managing project and programme risks and issues and developing appropriate mitigation plans, escalating when required.
  • The post holder will be responsible for effectively reporting programme and project health through appropriate governance structures to ensure oversight and assurance of the project's progress towards successful completion.
  • Provide advice and contribute to strategic reports/briefings for the appropriate overarching assurance & governance framework and other committees with an interest in the key projects that are specific for the Urgent Care transformation.

Job responsibilities

Work with the Digital Senior Management Team, to implement the transformation plan, with a focus on the projects that are aligned to national priorities. Ensuring there is full transparency of any issues, and contributing to escalating and resolving issues that may delay the delivery of projects.

  • Responsible for managing and leading the implementation DCF Projects ensuring that the framework matches with service activity demands and ICS requirements.
  • To ensure the Programmes governance framework is effective, ensuring that issue resolution is embedded and that risk management is aligned to the corporate approach, with corrective action taken in a timely way whilst escalating as necessary.
  • Maintain the Programmes governance arrangements in conjunction with the wider Programme Management Office framework to ensure a robust audit trail of project outcomes and benefits realisation reviews as appropriate.
  • Participate in the audit of projects in order to ensure a robust audit trail of clinical issues and outcomes.
  • With the support of the Digital Senior management Team, implement and develop policies that are related to the DCF Programme.
  • Alongside the Digital Senior Management Team develop a priority of projects that will deliver benefits across the Trust, ICS and national priorities.
  • Supporting the Digital Senior Management to ensure the functionality of working groups that bring together area leads to approve priorities of projects.
  • Deputising for the Head of Digital Programmes to ensure there is always cross cover representation during annual leave.
  • Working with the Digital Senior Management Team to ensure that processes are fit for purpose. Reducing duplication of work activities and ensuring there are national standards implemented during the project design phase to enable compliance with national standards.
  • The post holder will be expected to ensure that there is a detailed handover of projects to operational teams when projects are delivered. Ensuring there is clear communication with all relevant Care Group and corporate teams to enable a smooth transition of projects into Business As Usual.
  • To be the key contact for the Trust staff to communicate the Digital portfolio of projects ensuring all staff are up to date with the progress of the project. This will include the managing of differing views and expectations, negotiating and reaching agreement on contentious issues.
  • Responsible for the day to day management of and the setting of direction and priorities for the DCF programme Ensuring that all documentation, associated training material, Project systems procedures and working practices are kept up to date.
  • Responsible for coordinating the delivery of benefits realisation across the DCF Programme
  • Managing project interdependencies within and outside of the programme, ensuring any interdependencies are assessed and mitigated so that there is minimal risk to the impact of projects and outcomes.
