Job summary

An exciting opportunity has arisen within the Capital Delivery team for an enthusiastic, motivated, and experienced individual, who is able to demonstrate strong project management skills to work with service providers to manage and deliver the Trusts capital programme.

The post holder will work closely with colleagues in the Estate, Facilities & Site Management team to ensure that schemes are effectively managed and delivered, drawing on technical expertise from the wider Site Services and Estates teams as required.

Main duties of the job

The post holder will assist the Head and Deputy of Capital in the upkeep of cyclical investment programmes by overseeing and managing the development and implementation of a comprehensive delivery process with assurance reporting on the progress of all Risk Adjusted Backlog Maintenance projects committed. As a member of the Capital Programme Team, take responsibility for the overseeing, prioritisation, management and delivery of the Trusts operational Capital allocation the along with major strategic projects.

The post holder will draw on their experience of delivering minor and major strategic projects to ensure that a standard project management approach methodology is built into all aspects of the work.

The role encompasses the management and delivery of engineering and building works. There is a requirement for an engineering specialism in the role.

The post holder will be expected to produce an up to date Risk Adjusted Backlog database which is kept up to date, with detailed regular reporting completed to support the Head of Capital and Head of Estates in the allocation of projects, and provide professional and technical engineering assistance to ensure the completion of projects on-time and in budget.

Job description

Job responsibilities

  1. To undertake the role of project manager ensuring that allocated projects and associated works are delivered on behalf the team
  2. Manage the delivery of the Trusts specific Capital Backlog schemes and identify suitable availability to deliver internally or via the appointment of external consultants and contractors.
  3. The development of technical specifications for the appointment of competent design teams, consultants and specialist contractors with a specific emphasis on engineering systems and backlog delivery.
  4. Undertake site visits to carryout initial appraisals including the completion of detailed surveys to inform specifications.
  5. Review design work or proposals undertaken by external consultants or contractors.
  6. Undertake the role of contract administrator, undertaking regular site visits to agree any valuations or variations and ensuring all contract documentation is maintained and certification issued using standard trust forms and processes.
  7. To ensure each allocated project is developed through a project briefing process with the users prior to feasibility and work commencing, using agreed PMO templates
  8. Utilise the agreed project management tools and folders, including the developing, maintaining and updating project specific records.
  9. To liaise with internal colleagues at the briefing stage, including prior to the commencement of any works or service change and commissioning throughout the lifecycle of the non-construction project as relevant
  10. To liaise with the Head of Capital and deputy head if capital to ensure appropriate support is allocated to projects and works
  11. To prepare and populate a project folder including all appropriate documentation, drawings, quotes, project plans etc. in order that all information is readily available and stored logically.
  12. To establish internal and external project reporting structures using agreed processes for the works. The level of structure will depend on the size and scope of each project
  13. To ensure all technical aspects of projects are designed and planned adhering to all relevant processes, procedures and best practice in line with current statutory and mandatory regulations
  14. To ensure consistent project specifications are issued for each project
  15. Where projects include new services being designed and implemented, ensuring that the scope of new services are carefully drawn up and agreed with the end user and customer, including SLAs
  16. To ensure all projects and works are documented and utilise the agreed project management tools, including the developing, maintaining and updating project specific records
  17. To deliver the works within the agreed programme, providing feedback to Head of Capital on any deviations from the agreed programme.
  18. To liaise with operational Estates and Facilities colleagues on the progress of projects from inception to completion ensuring compatibility and suitability of designs for acceptance into the existing operational estate
  19. To ensure all projects and works are handed into the operational environment safely and in a timely manner once complete

Qualifications and Training

Essential

  • Degree (or equivalent knowledge and experience) within the project deliver environment
  • Mechanical or Electrical Degree or equivalent HNC in building services qualification (or equivalent knowledge and experience)
  • Experience of working in a similar role or discipline
  • Knowledge and experience in a maintenance or engineering related field
  • Hold a current UK Driving Licence

Desirable

  • Five years' experience of successfully delivering minor and major projects
  • Demonstrate experience of the management and delivery of backlog maintenance schemes within a healthcare sector
