We are currently recruiting for a dedicated individual to join our Genomics Management Team as a Service Manager in the Genomics Central Laboratory at St Jamess University Hospital.

The successful candidate will have demonstrable service change and delivery experience to bring, to support the current management team. This is a 6m secondment in the first instance, to support the management team where there is a current shortfall in management and scientific capacity due to long term leave and recruitment challenge.

Our 160-strong workforce at Leeds St James Hospital provides the Leeds Central Genomics Laboratory for the NEY Genomic Laboratory Hub. The NEY GLH serves around 9 million patients regionally and brings together genomic expertise across NHS Trusts in Leeds, Newcastle and Sheffield.

The Leeds Central Genomics laboratory is responsible for delivering the high throughput Next Generation Sequencing facility for the GLH, based around NovaSeq, NextSeq550DX and Genexus platforms with associated technical and bioinformatics support to deliver an efficient service.

Main duties of the job

The role responsibilities include:

Working closely with the Head of Department, Scientific Deputies, Laboratory Manager and Pathology Clinical Support Unit (CSU) General Manager to deliver change management and general service support to release scientific capacity back to service.

This may include:

leading and supporting areas of human resource management including attendance and recruitment

estate improvements and future options appraisal

Supporting optimisation of capital equipment siting and workflow, working with the laboratory manager

Coordinating IT networking and storage improvement, working with DIT, Informatics and Bioinformatics Leads, supporting management processes re the new Genomics LIM build

Supporting refresh and development of the Leeds Genomics Medicine Service (GMS) strategy.

Supporting strategic financial planning to unlock recruitment, capital equipment investment and supporting documentation.

To manage and deliver change process where identified, within the contract time.

The laboratory works closely with the Translational Genomics Unit, a joint LTHT and University of Leeds team who deliver research and service development with the genomics team: a particular focus at the moment is on long read sequencing technologies for both Rare Disease and Haemato-Oncology services.

PRINCIPAL DUTIES & AREAS OF RESPONSIBILITY

Management

1. Line management responsibility for all staff, excluding medical staff and clinical scientists, across the whole department.

2. Convene and support operational group meetings within the department and actively participate in CSU operational meetings.

3. Ensure there are effective communications and management information systems within the department and contribute to same for CSU.

4. In conjunction with the Clinical Leads, responsible for the development of the departmental business plan and participate in the development of the CSU business plan.

5. Develop and coordinate systems to ensure the highest standard of performance, including CPA accreditation and participation in benchmarking.

6. Responsible for ensuring the maintenance and inventory of equipment across the whole department.

7. Ensure Health and Safety and Risk Management policies are implemented and monitored across the whole department.

8. Ensure registration of all staff, excluding medical staff and clinical scientists, with required legislative bodies across the whole department.

9. Ensure that the department is delivering and developing its services to meet clinical requirements as part of the Pathology CSU contribution to ensuring that the Trust can meet its national and local targets.

Financial Control

1. As a delegated budget manager, coordinate and manage all income and expenditure, totalling several £million, for their department. Authorised signatory as determined by the Trust Standing Financial Instructions.

2. Develop systems to assist senior staff within the department to implement financial responsibility and accountability.

3. Analyse and interpret information on income and expenditure, workload and contract activity for the department, and ensure distribution of this information to senior staff.

4. Responsible for the supplies and ordering system for the department.

5. Coordinate the assessment of capital and revenue consequences of new equipment and altered demands on the service.

Personnel

1. Responsible for the maintenance personal records of all departmental staff, including monitoring staff absence, annual leave and other staff related data (except for medical staff).

2. Responsible for the implementation of personnel policies on welfare, induction, counselling, grievance and disciplinary procedures.

3. Ensure appropriate deployment of departmental staff.

4. Ensure an appropriate training and education system is in place to meet the department and staff requirements.

5. Ensure annual appraisal is carried out for all departmental staff (except for medical staff).

6. Coordinate recruitment and selection of Pathology staff.

7. Develop and oversee a system of performance management within the department.

Laboratory Service

1. Coordinate the delivery of a comprehensive laboratory service across all sites.

2. In consultation with the General Manager, Clinical Lead and senior laboratory staff, plan and monitor the developments and priorities of the department.

3. Facilitate the evaluation and selection of new equipment and new methodologies.

4. Oversee the production and maintenance of new and existing Standard Procedures in the laboratory.

5. Ensure local policies and procedures are compatible with national guidelines.

6. To promote and follow Safety Policies as set out in the Trusts Health and Safety Manual, including Laboratory Codes of Practice.

7. Liaise with other agencies, e.g., External Quality Assurance Schemes (EQAS), CPA, to ensure an efficient effective service.

8. To contribute to the supervision, assessment and training of all staff including junior medical staff and trainee clinical scientists.

9. Give management support for delivery of departmental Research &Development programmes.

10. Responsible for delivery of departmental laboratory audit programmes.

Clinical Service

1. Work with Clinical Lead to ensure resources for delivery of services.

2. As a member of the departmental, CSU and Trust executive teams ensure the delivery of Pathology services meet requirements of the Trust(s).

3. Within areas defined by the Clinical Lead help deliver advice to clinical teams regarding provision of Pathology services.

4. Work with national bodies to establish guidelines, best practice and mechanisms for meeting legislation and bring such work back into Trust to ensure an efficient and quality Pathology service.
