Job summary

Would you like to join a fast- paced HR and OD team. Leeds Teaching Hospitals is one of the largest NHS trusts in the country, with over 22,000 staff in five hospital sites across the vibrant city of Leeds. Working with the Deputy Director of HR, the Head of Resourcing will be at the forefront of implementation for the changes required to transform our recruitment practices in line with the NHS People Plan and our ambition to Support and develop our people.

You will have experience of all aspects of recruitment, including well developed planning and organisational skills and the ability to work under pressure and meet deadlines. Have significant experience in a recruitment /medical staffing service of a large organisation. You will ensure delivery of priority areas on time, within budget and lead individual projects from initiation stage through to completion.

Main duties of the job

The Head of Resourcing will have responsibility:

To ensure recruitment and promotion is fair and inclusive.

To ensure the recruitment and promotion processes encourage flexible working from day one.

To co-ordinate International Recruitment in accordance with ethical standards.

To provide an efficient and timely service with improved time to hire and fully compliant with all statutory requirements and good practice guidance

To provide a welcoming and efficient on-boarding process for new employees.

To be responsible for the management, utilisation and development of a suite of IT systems which support recruitment and on-boarding, ensuring the provision of accurate and timely recruitment data, and assurance on KPIs

The post holder will also oversee the administration of staff visa / certificate of sponsorship renewal, to ensure that all staff working at the Trust have the correct right to work.

You will be competent in complying with assurance frameworks implementing policies and procedures. You will have worked in a similar role as part of a large and complex organisation and demonstrated strong leadership capabilities. We expect your style to be straightforward, pragmatic and hands on as well as engaging, enthusiastic and inspirational.

The role is based at St James Hospital site in Leeds and is responsible for a team of over 50 staff working on-site and remotely. The post holder will be responsible for providing expert and authoritative advice and leadership in all aspects of recruitment and medical staffing, manage the integrated resourcing teams in the provision of support for all recruitment (Recruitment Service, Estates and Facilities and Medical and Dental) and transactional HR Services and related activity across the Trust. The post holder will also be responsible for the co-ordination of all International Recruitment, to ensure that all of the Trusts recruitment in this area meets the ethical standards and is fully compliant with Home Office guidance. The post holder will also oversee the administration of staff visa / certificate of sponsorship renewal, to ensure that all staff working at the Trust have the correct right to work.

The post holder will be responsible for the accurate inputting of workforce information to trust systems including Basis, ESR and NHS Jobs. The role includes the management of the on-going development and production of a suite of timely and relevant workforce reports to support trust workforce planning and to assure the Trust Board on key performance indicators. The post holder will act as the Trusts lead for interpreting employment legislation and case law and providing expert advice on the specialist HR issues e.g. Recruitment (including volunteers) and all medical staffing terms and conditions (Consultants, trust grade doctors and doctors in training).

  • Masters level qualification in management or equivalent. An appropriate professional qualification, first degree or equivalent qualification e.g. membership of CIPD.

Experience
