PRINCIPAL
DUTIES & AREAS OF RESPONSIBILITY
To be responsible for coordinating
the Newborn Hearing Screening Programme in Leeds Teaching Hospitals NHS
Trust.
To use their highly developed
specialist knowledge and experience in the field of Newborn Hearing Screening
To provide a visible accessible
presence acting as a credible professional role model by providing leadership
and support within the Antenatal and Newborn Screening Teams
To lead on the operational
management and monitoring of Newborn Hearing Screening Programme including
staff training, performance and audit.
To make use of all available
methods of communication to build and develop effective networks and
processes both within the Trust and across the healthcare community, locally,
regionally and nationally.
To actively ensure there is a
robust communication framework that truly engages staff at all levels,
promoting collective leadership and shared decision making in the delivery of
corporate objectives.
To ensure that NHSP screening
protocols and procedures are adhered to and that NHSP key performance
indicators (KPIs) and programme standards are met
To carry out regular data quality
checks within the national IT system Smart4Hearing (S4H) as specified by NHSP
national guidance
To audit the programme regularly as
required locally and produce written and statistical reports on request
To manage all aspects of the
screening equipment, ensuring:
o protocols are followed
o quality assurance (QA) checks
undertaken
o service and calibration is completed
at the required intervals
o equipment is safely secured
To ensure quality improvements and any recommendations from the
Quality Assurance team are
implemented in a timely manner.
To provide day to day line
management for the team of newborn hearing screeners
To establish and maintain an
organised working environment for the screening team working in maternity,
special care / neonatal intensive care units and other community clinic
locations
To develop and continually assess
working patterns, including the management of shift rotas making adjustments
to best meet the needs of the service
To work with the Team Leader to
implement service developments and negotiate necessary funding and resources
To develop and maintain robust
business continuity plans for the service to support service delivery
To formulate strategic plans for
the improvement of service delivery against nationally set targets and KPIs
To evaluate and develop capital
bids for the replacement of equipment to maintain a seamless service.
Responsibility
for Patient Care
To act as the professional lead and
be accountable for the direct delivery of the screening service in terms of;
the day to day management of the team, evaluation and quality assurance of
the screening process including the provision of antenatal information, the
screening procedures, training and development of staff, clinical decision
making and onward referrals from the service
Ensure that a high quality service
is maintained to promote the principles of family friendly hearing services
for children
To provide hearing screening to
support service delivery and coverage as required
The post holder will provide
specialist advice in relation to patient care and the screening service from
screening staff, audiologists, midwives and neonatologists as well as
external stakeholders in relation to the screening protocols and onward
referral process as required.
To ensure all administrative and
clinical information including test results are accurately recorded on paper
records, the national IT system and in the screening equipment
To ensure that all hearing
screening data is archived securely where appropriate
To report and record all incidents
or near misses as per incident policy and to report such incidents to the
NHSP national team and PHE screening QA teams in a timely fashion.
Responsibility
for Policy/Service Development.
To provide the required evidence
for the PHE screening QA teams when To requested It is the service providers
responsibility to ensure that the service is appropriately governed and
managed according to the Section 7a Service Specification No. 20
To take the lead in implementing
any changes to national policies and guidelines at a local level
To develop and maintain service
Standard Operating Procedures to ensure smooth running of the service
To ensure that NHSP screening
protocols and procedures are adhered to and to write, review and update local
protocols and procedures as and when necessary
Responsibilities
for Financial and Physical Resources
To monitor and control use of
screening consumables to ensure effective service delivery.
To assess the quality and
feasibility of the screening equipment to ensure the most efficient use of
funds.
To be an authorized signatory for
the NHSP budget.
ensure arrangements are made for
the routine calibration, maintenance and repair of all screening and
technical equipment in accordance with NHSP national and local guidance
Responsibilities
for Human Resources
Lead the hearing screening team and
line manage their activities, ensuring regular reviews of screener activity
are undertaken in line with the Trust supervision and CF2 framework
To lead regular staff meetings and
dissemination information in a timely manner
Provide appropriate opportunities
for continued personal development (CPD)
To be responsible for the
recruitment, retention and training of the screening team in accordance with
local and national guidance
To organise a full induction
programme and participate in the training of new screeners in accordance with
local and national guidance including completion of the level 3 diploma in
health screening (NHSP) for relevant staff
To carry out regular competency
assessments in order to provide performance feedback and to assist in the
identification of individual training needs, including annual completion of
NHSP e-learning
