Harrogate & District Trust are looking for their next Deputy Head of Procurement. This role is hosted by Leeds Teaching Hospitals NHS Trust but will provide full time support to Harrogate & District NHS Foundation Trust as the Deputy Head of Procurement. The role will be based with the team in Harrogate reporting to the Head of Procurement but will also be part of the leadership team at Leeds Teaching Hospitals.

The role will be a key role in leading the Procurement function in Harrogate as it continues to develop as a strategic procurement service. The role will help shape and deliver on existing changes and investment into the service especially in the areas of Contract Management and Contracting. The role will also provide leadership and support under the direction of the Head of Procurement for ongoing development of the service and supporting the collaboration of Procurement across the region. We're looking for someone who is reliable, has flare and commitment to achieving their goals and the Trust's kite values, and will fully contribute to the team spirit.

The role will offer hybrid working, with an expectation that some time is on-site in Harrogate. Offices in Leeds will also be available to utilise as needed.

Main duties of the job

The post holder will support the Head of Procurement to provide and manage a professional procurement service to the Trust & Harrogate Integrated Facilities (a wholly owned subsidiary of Harrogate and District NHS Foundation Trust) and contribute to the development of improved performance and service delivery across the Trust.With total non-pay spend in excess of £100m, the post holder will support the Head of Procurement with the implementation of procurement systems and processes across the Trust and influence this spend through professional purchasing practices and techniques.Develop, implement and improve procurement processes and procedures in order to deliver services in the most efficient, cost effective and compliant manner. Responsible for the procurement of high value, complex contracts to achieve value for money and compliance with Public Procurement regulations, Trust SFIs and audit requirements.

Develop and manage the Materials Management and Receipt and Distribution service.Support the development of all members of the Procurement team, supporting continued learning and updating of skills and knowledge.Applicants must be able to work to challenging deadlines, be numerate, accurate and possess good computer skills. The successful candidate must have excellent interpersonal and communication skills and be a committed team player.

The post holder will support the Head of Procurement to provide and manage a professional

procurement service to the Trust & Harrogate Integrated Facilities (a wholly owned subsidiary

Support the Head of Procurement with the implementation and further development of the

Procurement Strategy and the Trusts procurement work plan with a view to ensuring that all

procurement is conducted in a compliant manner which delivers the best value for money.

Develop, implement and improve procurement processes and procedures in order to deliver

services in the most efficient, cost effective and compliant manner. Responsible for the

procurement of high value, complex contracts to achieve value for money and compliance

with Public Procurement regulations, Trust SFIs and audit requirements.

Develop and manage the Materials Management and Receipt and Distribution service.

Support the development of all members of the Procurement team, supporting continued

learning and updating of skills and knowledge.

The post holder will develop and maintain credible working relationships at all levels of the

organisation and raise the profile of the department, ensuring partnership working with all

internal and external stakeholders.

3. ROLE OF DEPARTMENT

The Procurement Department provides a high quality procurement service to both the Trust &

Harrogate Integrated Facilities and delivers value for money for all non-pay spend across a

range of categories, with the exception of pharmacy goods.

The Procurement team is made up of over 12 staff across a range of disciplines including

Procurement and Contracting, Transactional Procurement, Materials Management, and

Receipt and Distribution.

We work collaboratively with other NHS and public sector organisations. The Trust is a

member of the West Yorkshire Association of Acute Trusts (WYAAT), a collaboration of six Trusts who deliver acute hospital services to 2.6 million people across West Yorkshire and Harrogate. We also work closely with a number of national bodies, such as NHS Supply Chain and other framework providers such as North of England Commercial Procurement Collaborative.

Develop and maintain good working relationships with other departments within the

Trust including Theatres, HIF, IT, Finance to ensure requirements are met

Communicate and engage at all levels within the organisation and present information

to staff and senior managers to promote a positive image for the Procurement

department by promoting best practice and ensure compliance with the relevant

statutory, European, Public and Local procurement policies.

Maintain good working relationships with external stakeholders such as NHS England,

NHS Supply Chain and other framework providers (i.e. NOECPC).

Engage with colleagues from the ICS & WYAAT to ensure effective collaboration.

Maintain good relationships with external suppliers to support the most efficient

service.

Significantly contribute to the design and implementation of the Trusts Procurement

Strategy as directed by the Head of Procurement.

Develops and improves the relationship with other departments by proactively

understanding the wants and needs of the organisation, i.e. Theatres.

Assist in the processes for undertaking the procurement of goods and services, central

stock control and materials management ensuring sound controls are followed.

Implement value for money exercises in high spend areas.

Maintain and report savings achieved by monitoring activity and managing key

contracts.

Adopt best practises and encourage other organisations and suppliers to support

innovation and cost reduction initiatives.

Research new goods and services to obtain best value for money. Monitor and report

on high volume products and investigate Value for Money alternatives.

Support the Trust green plan around net zero responsibilities, leading to an increased

commitment to environmental Procurement.

Establish and maintain an excellent operational high profile with all users of the

Procurement Department and promote a positive image for the procurement team.

Responsible for maintaining and monitoring compliance within the department.

Assist in updating policies and procedures as appropriate on the introduction of new

procurement techniques and procedures.

Provision of advice in relation to corporate governance issues, Standing Financial

Instructions (SFIs) and Standing Orders relating to procurement.

Support and guide the professional and training development needs within the team

and ensure that staff receive/attend specific mandatory and statutory training as

required.

Responsible for ensuring that all Trust staff involved in the tendering process are fully

aware of and adhere to the processes for procuring goods and services. Deliver

Deputise in the absence of the Head of Procurement.

Responsible for the recruitment and selection of staff, performance appraisal, personal

development plans, monitors and prioritises workload, performance and achievement

of targets. Approve and monitor annual leave and sickness for direct reporting staff and

always ensure adequate cover.

The post holder will work as an integral part of the Procurement Team and will work

collaboratively with the Head of Procurement, Contract Managers, and Materials

Management Supervisor.

The post holder will identify the needs of the organisation and identify new

opportunities, working within the Trust Standing Financial Instructions and Public

Procurement regulations.

The post holder will support the delivery of the Procurement Workplan, prioritising and

delegating work as appropriate.

The post holder will implement best practice techniques and identify areas for

continuous improvement.

The post holder will deputise in the absence of the Head of Procurement and escalate

any issues that may arise.

The post holder must be able to work well as part of a team offering leadership and

support, as well as equally on their own for periods of time and using their own

initiative.
