An exciting opportunity has arisen within the Trusts Estates Department for a highly motivated and skilled individual to take on the role of Estates Officer Building/Joinery. The role is to provide cover for the Estates Officers post on Thursdays and Fridays.

This is a key position within the team, playing a vital role in the management and maintenance of one of the largest and most complex healthcare estates in the country, spanning over 500,000 square meters. The role will be based at the LGI however as the building team is a Trust wide team you may be required to work at other sites.

Strong IT and computer skills are essential, as the role involves maintaining asset records, supporting estate audits, and ensuring robust management of maintenance systems.

Main duties of the job

The Joinery/Building Estates Officer at Leeds General Infirmary (LGI) plays a crucial role in managing the maintenance, repair, and development of joinery and building works across the estate. This role involves overseeing routine and reactive maintenance tasks on building fabric, fixtures, and fittings, including door repairs, kitchen installations, and structural woodwork. The officer is responsible for managing the Works Management System, ensuring timely allocation and prioritization of tasks, and maintaining records of Planned Preventative Maintenance (PPM).

The role includes supervising external contractors to ensure compliance with Trust standards and health and safety regulations, while also managing a team of directly employed staff. The Estates officer ensures that work is carried out efficiently and provides guidance on work and performance-related issues.

The Estates Officer will deputize for the Estates Manager (Operations) as required and act as a point of contact for building-related issues raised by clinical or administrative staff. They will oversee the Trusts Reset system, verify contractor competence, and ensure safe systems of work in line with Health Technical Memoranda (HTMs) and codes of practice. The role requires strong organizational, leadership, communication, and health and safety skills to ensure all work meets high standards and is completed on time and within budget.

Job responsibilities

The Estates Officer shall have a building, background and is responsible for the delivery and management of a wide range of multi-disciplinary estates services throughout the Leeds Teaching Hospitals NHS

Trust Estate and will also act as the Trust representative in the absence of the

Senior Estates Manager (Operations) or when requested to do so as and

when the need arises by Senior Estates Management.

Manage and oversee the installation, maintenance, servicing and repair of the

full range of Estates Services equipment. Perform work including activities

which require comparison of a range of options, complex facts requiring

analysis to resolve technical issues in complex and multifaceted equipment /

situations.

Responsible for ensuring safe systems of work are maintained inline with

HTM and recognised codes of practice by carrying out Authorised Person

Duties for Lifts, Ventilation Systems, Working at Height, Water Systems and

Pressure Systems (this list is not exhaustive) following training, assessment

and formal appointment by the Trust.

Undertake condition surveys, evaluating inspection reports and perform the

duties of a Clerk of Works to oversee capital work across the Trust as directed

by management, ensuring compliance with Trust safety standards,

procedures and specifications.

Plan and organise major interruptions, maintenance activities and manage

work of contractors and directly employed labour. Provide practical training to

others and evaluates work.

Manage directly employed labour in line with all relevant Trust Policies,

carryout disciplinary and attendance management investigations providing

detailed investigation/management reports.

Deputise for Estates Manager (Operations) on the full range of management

duties as well as providing technical advice to other Estates Staff, Senior

Managers, Clinical Colleagues and 3rd Party Contractors.

Essential Experience

Completion of an industry recognised approved apprenticeship and qualified

to HNC/HND in a Mechanical, Electrical or Building discipline or equivalent

experience in a building services/estates management environment.

Previous experience in managing directly employed staff and contractors

working on breakdowns and Planned Preventative Maintenance (PPM) on

technical mechanical/electrical or building disciplines found in an acute and

busy hospital environment

10. PRINCIPAL DUTIES & AREAS OF RESPONSIBILITY

Manage and distribute reactive workflow across the Trust utilising the

Works Management system

To communicate effectively with all stakeholders, senior managers,

external contractors and agencys in relation to Estates issues utilising

written and/or verbal communication methods to ensure standards of

service delivery are managed and monitored appropriately at all times

To ensure that job descriptions are amended/updated to comply with the

requirements of ISO9001:2000, HTMs, working practices and Permit to

Work Systems

Carry out induction of new starters and the training of apprentices and

tradesmen/technicians as necessary.

Carryout dynamic and generic risk assessments for all elements of

reactive and planned work including manual handling assessments.

Manage and complete electronic records for Legionella and Pseudomonas

in line with HTM 04 and ACOP L8 and Trust Policy.

Managing as team leader and co-ordinator across all disciplines, effectively organising resources including staff and contractors, transportation and materials (including requisition supply, deployment and security) of materials on site. Manage and ensure that the correct procedures and paperwork are correctly carried out in accordance with relevant requirements. Act as the point of contact in the absence of an
