Role:
Facilities Operational Manager
An
exciting opportunity has arisen within the Facilities Operational Patient
Environment team at the Leeds Teaching Hospital Trust.
The
post holder will operationally manage the agreed block/services to ensure that
the Patient Environment action plan is achieved on time, to the required local
and national standards relating to front of house services, such as cleaning,
receptions, and patient food service. Provide vital contribution in supporting
the overarching departmental strategy, including sustaining an effective
financial performance.

Main duties of the job

role is highly reactive, as the daily requirements of the role will be
dependent on Trust Patient activity/flow, and the immediate redirection or
allocation of resource (people). Extensive and high specialised operational
management experience of Facilities services, such as patient receptions,
healthcare cleaning, catering, portering, waste management and security is a
prerequisite of the role. Provide expert environmental cleaning advice to
Senior Management of the Trust and nursing colleagues. The post holder, will
have the sole responsibility for a specific and unique aspect of the Facilities
operational and strategic plan, such as:

Patient flow lead, for site Discharge

2. JOB PURPOSE/SUMMARY
The
post holder has direct management responsibility for the operational
effectiveness of the Patient Environment Services delivery of their block or
site wide services. Collaborative working with their Estates/Capital
colleagues and Trust Contractors, such as laundry/supplies will be a key
aspect of the role. There will be a primary focus on improving the
estate/environmental aspects of Trusts public areas, including entrance areas
and corridors, including design and image front of house. The post holder
will be responsible for ensuring the sustained safety and security of their
based site, working with the Security Management Team.
They
will represent Facilities at clinical site meetings, which can be defined as
Silver Command or Daily Operational Performance Meetings (DOP,) during the
winter period, or on request or when the Trust is at Resource Escalation
Action Plan (REAP) level 4(severe pressure or above.) They will have daily
communications with the Senior Facilities Manager to ensure the appropriate
Facilities services are allocated, to the appropriate clinical areas, on the
defined operational day, which is additional to need for the attendance at
DOP meetings.
They
will be charged and responsible for the safe provision and co-ordination of
all Facilities related actions emerging from these daily operational
meetings, which may include access and urgent mobilisation to increase
resources such as Patient Transport, Portering and Cleaning, but not limited
to. They will endeavour to achieve timely and safe patient transportation, to
ensure the Site continues to function efficiently and achieve excellent
patient flow, which may include support areas outside their normal functional
area, if required.
This

their Patient Environment Managers and associated teams achieve the
appropriate agreed outcomes and conforms to all agreed practices, policies
and procedures. They will deputise for the Senior Facilities Manager in their
absence, in any aspect of their portfolio.
They
will support the block Facilities Management team in the implementation of
the strategic development of Patient Environment function to ensure that the
service delivers the required completed outcomes across the Trust. To act as
the strategic link and support the operational changes necessary so ensuring
that the agreed Patient environment action plan is achieved on time and to
the required standards, including specific responsibilities for budget and
CIP performance.

- Knowledge of Mandatory and Statutory Regulations relating to soft FM Patient PLACE Environment Services.
- To have extensive experience and knowledge of the full range of Patient Environment operational management experience within different locations.
- To have experience in managing multi-million-pound Patient Environment type services-Facilities
- To be educated to, or have the ability to attain, a degree level standard of education.
- Will have extensive HR knowledge and staff management and able to conduct or present at a number of disciplinary hearings whilst maintaining consistency and fairness.
- Excellent business and financial acumen, including the requirement to have delegated budget holder responsibility, with the authority of purchasing materials and supplies, upto £10,000s,
- Responsible for the development and the implementing of Estates and Facilities formal procedures that will have an overarching impact on the Trust, including directly patient, and clinical services
- To have extensive knowledge and experience of the PLACE process and of achieving the desired outcomes.
