Job summary

To deliver a market-leading digital pathology platform and solutions, NPICs digital pathology service is underpinned by Information Technology and supported by central funding from NHS England, Innovate UK and the Office for Life Sciences in-excess. With a number of Trusts currently utilising its services, NPIC has a pipeline of over 30 NHS Trusts looking to adopt its digital platform.

You will play a key role in the delivery of a high-quality digital pathology programme, platform and associated operations and services. This requires an individual who is driven, ambitious and passionate about patient care, and who has a desire to influence at the highest levels working in close partnership with senior clinical and managerial staff. They will need to lead the development, expansion and have the drive to deliver NPICs Deployment Strategy, ensuring this facilitates and maximises capability and productivity at all levels throughout the organisations involved within the programme. This will include budget setting, commercial development and the management of multiple projects.

Be willing to work flexibly with a wide range of stakeholders in a challenging and complex operational environment. You must have exceptionally strong attention to detail and a willingness to work around the needs of the team, stakeholders and organisations. You will be working on cutting-edge, innovative developments that will deliver real change.

Main duties of the job

As the Portfolio Delivery Manager, you will play a critical role in managing a complex portfolio of work which will include work streams to support both clinical & research ambitions. You will be responsible for ensuring that our transformational programme and plans are mobilised in a way that ensures delivery of the critical services we provide.

The portfolio of work includes complex multi-site deployments of our Digital Pathology solution across a national footprint spanning multiple pathology network regions across the country; associated interoperability projects; the design and implementation of a research platform to facilitate our research and artificial intelligence ambitions.

The post holder will manage the production of feasibility studies, strategic cases, business cases and contribute to procurement and contract negotiations as necessary and will work across the portfolio of national NHS Trusts, other collaborating NHS organisations, suppliers and cross departmental / organisational boundaries in order to manage work programmes or projects affecting management, administrative or clinical departments and/or services in order to achieve our ambitious objectives

About us

The National Pathology Imaging Co-operative (NPIC) programme, a £100m+ initiative supported by central funding from NHS England, Innovate UK and the Office for Life Sciences. NPIC has the ambition to provide a national platform to support pathology services.

The ambitions of the programme include:

1) Driving clinical use of digital pathology nationally and providing a platform to support this;

2) Designing, building and maintaining a platform for the development of artificial intelligence and the evaluation of the AI lifecycle, and;

3) Providing a platform for further research & innovation and maximising the platform to facilitate this.

This programme is underpinned by Information Technology and the delivery of a range of digital solutions. The Trusts commitment to this programme includes the implementation of a number of internally developed and externally procured Digital solutions.

Manage programmes which typically consist of a number of related projects.

Communicating often highly complex, sometimes contentious, information relating to projects and programmes to small and large groups, up to Board level, in a clear, concise and easily understood manner

Report to Project/Programme Boards, and co-ordinate the management of projects on their behalf

Be responsible for preparing and maintaining portfolio and programme plans and publishing these to the SRO and the Programme Board

Engaging in the business planning process for short, medium and long term strategic planning and provide advice regarding appropriate processes and resourcing and scheduling

Develop and manage the approval of OBCs (Outline Business Cases) and FBCs (Full Business Cases) to support the investment. In particular lead the option appraisal of various solutions in terms of cost, benefits and risks

Lead contract negotiations and manage all aspects of IT systems procurement when required

Manage simultaneous large and/or complex projects, ensuring that they are delivered on time, within budget, and to the required quality. Provide day-to-day management of these projects on behalf of Project Boards

Budget setting and monitoring of multiple projects for several services budgets. Develop PIDs (Project Initiation Documents) for major projects with clear objectives, responsibilities, deliverables and quality standards. Ensure that each PID is consistent with the investment objectives and business case

Prepare realistic and achievable plans to implement new systems, support policy and service development implementation and transformational change, and continually monitor progress.

Lead on a range of policy development and service development related to digital solutions for Research & Innovation to support the Trust.

Oversee the development of policy and procedures to support change

Analysing programme and portfolio risks, judging the severity of them and ensuring the optimum mitigation actions are put in place to proactively minimise these risks, escalating when needed. Analytical, problem solving and facilitation skills and be able to be creative in solving highly complex issues and unblock problems to maintain delivery momentum with the ability to assimilate, analyse and disseminate highly complex and sensitive information.

Manage and provide leadership to a delivery team of senior Project Managers, Project Managers, Project Support and SMEs including matrix managing where required

Develop and maintain a strong working relationship with all members of the NPIC Programme and NHS Partners

Liaise with external stakeholders and suppliers involved in the provision, deployment, and management of NPIC Systems.

Instigate & maintain a consistent approach to delivery across the portfolio whilst adhering to formal governance structures

Manage the resolution of all significant project risks & issues. Communicate and report all routine and complex issues arising from the programme/projects to a wide range of internal and external staff

Have direct responsibility for project budgets and human resources required to deliver the portfolio of work

  • Thorough knowledge of appropriate methodologies to support the management of a broad portfolio of projects / programmes
  • An understanding of team management and the policy and procedures governing the Trusts approach to managing staff.
  • Sound knowledge of complex technical environments, the ability to challenge the norm and inspire creative solutions
  • Has considerable experience managing programmes or multiple projects in a structured environment and experience of leading portfolio management activities
  • Proven ability to work effectively with IT delivery teams, partners and suppliers
  • Proven leadership qualities and experience of resource management in matrix environment
  • Extensive knowledge of NHS IT and Modernisation initiatives

Desirable
