Job responsibilities
The
post holder will be responsible for ensuring the provision of efficient and
effective processes to support the delivery of the Integrated Accountability
Framework process across all 19 CSUs within LTHT. They will work with the
ADOPs and Performance team, Finance, HR, Quality and CSU colleagues, being
responsible for the overall coordination of the IAF meeting schedule,
performance packs/ data content, collation and circulation, meeting
recording, action agreement and ensuring
action updating by CSU/ IAF meeting members as well as collation of
key themes/ actions for Performance Team attention.
They
will be responsible for the day to day delivery of the Integrated
Accountability meeting programme. The post holder will ensure the provision
of a highly effective administration service to the Performance and ADOP team
ensuring Integrated Accountability meetings schedule is in place, it is
communicated to the wider senior operations team, and that content of the
meetings/ papers required are regularly reviewed and are circulated to all
members in a timely manner. As part of their role they will also ensure
actions are recorded and followed up to ensure timely delivery by the CSU
team. In addition they will provide support for other performance activities
across the wider team.
The post holder will need the
ability to contribute significantly to the IAF meetings, demonstrating
appropriate challenge to senior colleagues to ensure agreed performance
actions are completed. They will be confident in working autonomously, whilst
retaining clear understanding of which issues require escalation.
The
purpose of the Trust Integrated Accountability Framework is to:
Support Clinical Service and
Support Units (CSUs) to achieve performance and quality standards in relation
to all internal and externally mandated indicators.
Enable an objective assessment of
performance and quality within each CSU and across the organisation.
Enable the organisation to forecast
future performance and quality against specific targets and indicators,
prioritise resources and facilitate plans for improvement and resilience at
CSU and Trust level.
Determine service development
priorities for the organisation.
Describe the governance
arrangements from CSU, through the Executive Team to the Board which ensure
performance and quality issues are escalated appropriately, and that the
Board is informed of organisational performance risks.
Ensure the organisation has
effective systems and processes in place to provide assurance to external
stakeholders and regulators.

PRINCIPAL
DUTIES & AREAS OF RESPONSIBILITY:
They will be responsible for the
development of and delivery of the Integrated Accountability Framework and
Integrated Accountability CSU Meetings.
Support the Integrated
Accountability review process with production of supporting data into
underlying CSU performance issues ensuring recorded actions are followed up
and outcome recorded. Escalation to the relevant ADOP, CSU triumvirate or
Performance and Development Manager of any outstanding action points to be
addressed.
The post holder is required to have
excellent communication skills and the ability to provide and receive complex
information in relation to the delivery of the Trust Integrated
accountability agenda
To be responsible for the continual
review of the Integrated Accountability action points and supporting the
development and implementation of remedial action plans, as necessary to
ensure required performance is achieved.
To ensure the delivery of those
projects identified for implementation through the integrated accountability
agreed actions.
To assist the Performance and
Development Manager with any CSU business case development and negotiation
with stakeholders outside their CSU where appropriate.
Ensure effective systems for
monitoring and auditing activity are in place. Identify and respond
appropriately to potential problems and work with other members of the
Corporate Operations/ Trust CSU senior teams /Performance Team to ensure any
data capture issues are escalated appropriately.
Deliver the regular audit of
waiting lists as part of Performance Team processes, following this up with
any necessary action, advice, coaching and/or training of staff.
Oversee the management of
non-staffing budgets; ensuring that available resources are deployed
efficiently and effectively to support the administrative and operational
processes.
Ensure systems to cover staff
annual leave, sickness and vacancies are maintained.
Provide operational support and
advice to other members of the wider Trust teams as required.
Support and assist the Performance
and Development Managers, ADOPs, CSUs and wider Senior Operations team with
other projects and responsibilities as required.
Proposes policy changes across the
Trust to address issues raised at Integrated Accountability / Performance
meetings, developing appropriate policy changes, supporting systems and is
integral to any following dissemination, awareness raising and adoption.
Ensures any Trust wide policy and
supporting protocol changes are incorporated into the Performance Team,
Performance meetings and Integrated Accountability meetings.
Health
and Safety / Risk Management:
All
staff are responsible for working with their colleagues to maintain and
improve the quality of services provided to our patients and other service
users. This includes complying at all times with the Leeds Teaching Hospitals
NHS Trust Policies, including Health and Safety policies, in particular by
following agreed safe working procedures, and reporting incidents using the
Trust Incident Reporting system.
Infection
Control:
The
post holder must comply at all times with the Leeds Teaching Hospitals NHS
Trust Infection Control policies, in particular by practising Universal
Infection Control Precautions. Hand hygiene must be performed before and
after contact with patients and their environment.

All

staff records, complying with the requirements of the Caldicott Report, the
Data Protection Act, Access to Health Records Act, Mental Health Act and
subsequent legislation issued in relation to confidential data. They should

The
post holder is expected to establish and maintain effective working
relationships with all relevant individuals and teams, acting as the main
contact point for all parties involved in the delivery of the Trusts
Integrated Accountability agenda.
As
part of this they will provide and receive highly complex, often sensitive
and contentious performance information to all levels of Trust staff. They
will need to act to ensure agreement is reached / cooperation gained
regarding actions teams have to take to address to improve performance where
there may be resistance to change.
This
agenda is often contentious and challenging and the post holder will play a
key role in ensuring appropriateness of actions agreed in key performance
areas and challenging responses that they have reviewed and found inadequate.
This can involve contentious and difficult conversations with senior Trust
staff and requires a high level of skill in avoiding and resolving conflict
where it arises.
