Job summary

Opportunity has risen for a full review of the staff roles within the Emergency Preparedness Resilience and Response team at the Chelsea and Westminster Foundation Trust. A new second qualified 'Emergency Planning Manager' role has been created.

We are looking for an enthusiastic, flexible and compassionate colleague to help support service improvements and innovations. Embedding a busy delivery of training and exercising to all levels of staff to ensure our incident response plans are thoroughly tested and our Trust compliant with regulatory standards.

The post holder working in close liaison with the Trust Head of Emergency Preparedness Resilience and Response (EPRR) / Business Continuity and Lead for Mortuaries, will work in close collaboration with a range of stakeholders and service users to provide a professional delivery, promoting excellence throughout practice.

Main duties of the job

The post holder will work within the EPRR team to deliver and maintain an effective Emergency Preparedness, Resilience and Response (EPRR) service to support the implementation of EPRR plans across the Trust.

To co-ordinate the support and guidance to ensure the Trust meets their statutory and regulatory duties in relation to EPRR.

To work across all of the Trust sites liaising with relevant external partners deputising for the Head of EPRR /BC and Lead for Mortuaries as required.

Alongside the Head of EPRR / BC and Lead for Mortuaries provide expert emergency and contingency planning advice, information and support to relevant Trust wide staff / committees, including the Trust Board, Trust Board Clinical Governance and Risk Monitoring Committee, Trust Management Executive, Trust Clinical Governance Committee, Trust Risk Management and Divisional Boards.

Development and delivery of specialist training and exercises to all staff groups across the Trust to ensure staff and patients maintain safety.

Ensure comprehensive debriefing and action plans including associated recommendations to address gaps / weaknesses in the Trust's systems.

ROLES and RESPONSIBILITIES

  • Support the team to deliver all aspects of EPRR to ensure the Trust meets the NHS England core standards in EPRR
  • Review new national polices, guidance and regulations to determine how they apply to the Trusts response within the field of emergency planning
  • Know and understand the roles and responsibilities of all responding organisations in the event of a significant incident or emergency
  • Have knowledge of and be able to teach others re the Civil Contingencies Act and understanding the roles of Category 1and 2 responders
  • Understanding of the principles and practice of risk management, investigation and mitigation in the context of governance in the NHS
  • Provide support and specialist guidance to Trust response teams in the event of a major incident or business continuity incident at an operational and tactical level
  • To represent the Trust at local multi-agency emergency planning fora
  • To lead projects and working groups related to emergency preparedness within the Trust
  • To ensure the Incident Control Centres and associated equipment across the Trust is maintained ready for use in the event of an incident
  • Responsible for the installation and maintenance of Incident Coordination Centre equipment. This responsibility includes the adaptation and maintenance of existing information systems such as incident communication flows

  • Knowledge of Financial Systems e.g. monitoring budget management, processing invoices and procurement
  • Lead specific projects to improve financial management as agreed with the Head of EPRR / BC
  • Participate in the business planning process, producing capital and revenue business cases and proposals for service development

COMMUNICATION

  • Maintain the EPRR intranet section ensuring contents is up to date and user friendly
  • Work with the Communication Department to contribute to the maintenance of robust lines of communication for alerting and responding to incidents to fulfil warning and informing requirements
  • Maintain an accurate staff cascade list to ensure emergency activation lists are effectives
  • Produce quarterly emergency planning reports including progress against plans, incident and exercise reports
  • Lead the six monthly communication exercises and produce a report to identify findings and learning
