Job summary

The post holder will contribute to ensuring the Trust's corporate objectives are achieved specifically in relation to strategic estate planning and achieving government targets, as well as being responsible for developing the emerging estate strategy and master plans that describe how this challenge will be met in terms of the new clinical service model

Main duties of the job

Reporting directly to the Director of Estates and Facilities to support the delivery of the Trust's strategic estate planning, partnerships and project planning and delivery, by:

  • Reviewing and contributing to the development of the estate strategy.
  • Drafting the project briefs for the site master plans, ensuring the master plan is grounded in commercial viability supporting the clinical brief, regeneration and investment requirements.
  • Liaison with stakeholders to refine the brief and support information for effective reporting and communications.
  • Assess the suitability and extent of commercial opportunities having proper consideration to the balance of uses on the sites.
  • Identify potential development sites for operational and non-operational uses.
  • Commissioning and analysing feasibility reports and estate plan opportunities.
  • Playing a key role in identifying and seeking approval to new initiatives and special projects as the opportunity arises.
  • Setting up and leading small multi-agency teams to deliver specific work streams, studies or projects.
  • Contributing and seeking approval to Business Cases.

Attend all necessary meetings with stakeholders and third parties.

  • Management of project design teams in the generation and preparation of site master plans.
  • Manage production of all quantitative information to support financial and clinical analyses.

  • Highly developed specialist knowledge acquired through post graduate courses and experience to Masters degree level (e.g. in depth managerial, financial and strategic knowledge, commissioning and health care planning
  • Plus supplementary specialist training and development experience relevant to the post requirements.

Experience

  • Proven track record and relevant management experience of operating in Estates and Facilities Management at Senior Level within an environment of comparable scale and complexity
  • Detailed knowledge of Estates and Facilities technical issues relevant to ensuring compliance with statutory legislation and regulation.
  • Experience of procurement, contract and performance management as well as proven track record of successful negotiations with contractors
  • Experience of managing budgets and a proven track record of successful budget management.
  • Experience in, and a proven track record of successful planning & programming of service / works
  • Well-developed planning and organisational skills
  • Ability to develop and deliver short medium and long term plans to meet service, business and financial plans.
  • Ability to deliver agreed objectives against budget and timescale constraints.
  • Ability to manage budgets and understand finance systems
  • In depth and advanced knowledge of NHS / Public Sector policy and procedure particularly in relation to: 1. Financial Management 2. Strategic Planning 3. Estates Planning and Development Required to interpret policies and provide expert advice on any action necessary
