Job summary

This is a unique opportunity to work within North West London ICB's Population Health Management and Inequalities team. The successful candidate will help shape our approach to tackling health inequalities through expert analysis of bespoke NWL data and publicly available datasets that consider the wider determinants of health. We want to recruit a person who is passionate about using data to tell compelling stories for action, and who is intrinsically motivated to help address the unacceptable health disparities that exist in our population.

NWL ICS is fortunate to have the Whole Systems Integrated Care (WSIC) dataset, which links data around the whole person, building in data from multiple care settings. This linked, longitudinal dataset is used to support the delivery of direct care across the system, but also to support advanced and predictive population health analytics and a more integrated approach to care delivery to improve population health outcomes.

There is a system commitment to embed population health management (PHM) as a core enabler in the ICS's strategy, in line with the ICS's core objectives around improving population health and reducing inequalities. This role will enable the ICS to have a more in-depth understanding of the population health status of its communities, taking into account the wider determinants of health, and enable the ICS to target its resources to where they are most needed.

Main duties of the job

  • The role will focus on national, regional and ICS drivers for population health management and addressing inequalities i.e. intelligence function guidance released by NHSE.
  • You will be responsible for leading population health data analytics projects, taking a lead role in formulating data analysis needs, and interpreting, visualizing and communicating the outputs to various stakeholder groups with different needs.
  • You will take a leadership role in working with a wide range of stakeholders across the ICS, including senior analytics leads, particularly Local Authority/public health analysts/Borough based partnership analysts
  • You will provide expert advice and guidance on the potential for data within the ICS to support population health dashboards and reports which senior managers can use to plan and improve how the system supports local communities.
  • The role focuses on complex quantitative analysis and turning this analysis into tangible insights required to help stakeholders characterise the issues they face, the options they have, or to evaluate the impact of changes made. This requires the postholder to understand why analysis is being undertaken, how the outputs are intended to be used, as well as helping to define how we should undertake a particular method/analysis.

Your responsibilities flex throughout the appointment, depending on the need of the population health and reducing inequalities agenda. However, they are likely to include:

Detailed analysis of census data at a NWL level to build an understanding of the NWL population health status and the variation between resident and registered (registered to GPs in area) population

Detailed analysis on the JSNAs produced by each borough to pull together a NWL view

Support data and analytics asks from Core20Plus5 inequalities work, including identifying the Plus and their needs, and the needs/opportunities for the Core20

Support individual workstreams as part of the population health and inequalities programme

Using quantitative methods and statistics to convey complex methodologies and best practices to non-technical peers

Using visualisation applications such as Excel, Tableau and R to present information and share findings in a creative and appealing manner, to help create momentum for change

Identifying the stakeholders data challenges and key asks and working with them to formulate optimal data projects and tangible outputs for the target audience.

Analysing and presenting health outcomes/activity in relation to stakeholder objectives.

Working analytically with various health and wider determinant data to develop population health focused solutions and analysis.

Undertaking ad-hoc analysis of highly complex and varied datasets upon request from stakeholders, often with little prior warning, under pressure to tight deadlines.

Handing conflicting information and making decisions under uncertainty in the absence of clear guidelines or precedent, seeking advice and verification as necessary from more senior management when appropriate.

Prioritising and coordinating work for projects and ensuring tight and conflicting deadlines are met.

Analysing and reviewing the Data Quality of provider datasets and ensuring technical data load processes are in place and mapped to defined specifications of the database.

Keeping up-to-date knowledge of the technologies/software/tools available for data curation, analysis, visualization and storytelling.
