Job summary
An exciting opportunity has arisen for an experienced and motivated Emergency Planning Manager to join the University Hospitals of Liverpool (UHL) Group on a part-time basis. This is a pivotal role within our organisation, supporting emergency preparedness, resilience and response (EPRR) across a diverse and complex group of hospital sites including the Royal Liverpool University Hospital, Aintree University Hospital, Broadgreen Hospital, The Walton Centre, and Liverpool Women's Hospital.
Main duties of the job
The EPRR Manager will be responsible for ensuring UHLG's ongoing compliance with statutory EPRR requirements, including the Civil Contingencies Act 2004 and NHS England Core Standards. You will lead on the development and maintenance of incident response and business continuity plans, coordinate risk assessments, and provide specialist advice and guidance to all teams across the Group.
This is a varied and challenging post that requires excellent communication skills, confidence working with senior leaders and multi-agency partners, and the ability to work effectively under pressure. You will play a central role in preparing the sites for potential major incidents, supporting the delivery of live and table-top exercises, and helping to embed a culture of resilience across the system.
You will represent UHLG in local and regional planning forums, ensuring that the needs of our hospitals and patient populations are reflected in wider emergency planning arrangements. Strong project management skills, a good understanding of NHS and civil contingency frameworks, and prior experience in a similar emergency planning or business continuity role are essential.

EPRR Compliance and Tactical Leadership
- Lead the Trusts compliance with the Civil Contingencies Act 2004, the Health and Social Care Act 2012, NHS England Core Standards for EPRR, and all relevant national guidance.
- Develop and implement the training and exercising programme for EPRR and Business Continuity Plans.
- Ensure continuous improvement in the Trusts EPRR arrangements, embedding lessons identified from major incidents and exercises into policy and practice.
- Lead on risk assessment processes for emergency preparedness, ensuring hazards are identified, assessed, and mitigated within Trust-wide planning frameworks.
- Lead on Trust-wide training needs analysis for emergency preparedness, resilience and response, ensuring staff at all levels are trained and competent in their roles.
- Provide expert EPRR advice to senior leadership, clinical divisions, and operational teams, supporting informed decision-making during incidents and planning activities.
- Maintain accurate records of meetings, training and incidents.
- Ensure Incident Coordination Centres (ICCs) across all hospital sites remain fully operational and equipped for immediate activation, including conducting regular checks of documentation, equipment, and resources, and maintaining accurate records to support emergency response readiness.
Managerial/Leadership
- Undertake actions to support annual EPRR self-assessments and assurance processes, including audits against NHSE/I Core Standards.
- Remain apprised of key issues identified via NHSE Local Health Resilience Partnership, ICB, and other partner networks, ensuring best practice implementation across the Trust.
- Act as a point of escalation for EPRR and business continuity concerns, providing expert advice to senior management and operational teams.
- Organise, lead and record site based training and exercising to support the EPRR Policy.
- Assist identified Business Continuity Leads to develop and document effective contingency plans based on Trust documents and procedures.
- Establish and conduct regular communication system tests, emergency call-out drills, and incident response simulations.
- Attend the hospital sites or other locations, as required, in response to Business Continuity, Critical Incident and Major Incident Declarations, ensuring coordination of Trust responses.
