Job summary

To manage and lead the Procurement team ensuring delivery of a robust strategy and work plan, supporting Trust objectives and financial targets, implementing effective sourcing and excellence in public sector procurement in line with Public Sector Procurement legislation and Trust governance

To proactively and positively contribute to the successful overall performance of the Trust and to be the advocate and expert in all matters relating to Procurement.

The role will be responsible for developing, maintaining and supporting positive relationships with internal and external stakeholders.

The post holder will have a major role to play in the development of organisational policies and strategies relating to the commercial elements of all non-pay spend.

Main duties of the job

The post holder will lead and support the Procurement team in the continued delivery of the strategy and work plan, and through the implementation of key changes to procurement regulation and guidance anticipated in 2024. The post holder will be responsible for the delivery of a professional procurement service at BCH, providing strategic and operational advice as required to all staff, and will work closely with procurement leads within the Black Country and neighbouring ICS's to move towards ICS based procurement delivery.

Main Duties/Responsibilities

  • To develop and be responsible for the development and implementation of the local procurement strategy for Black Country Healthcare NHS Foundation Trust (BCHFT) providing leadership on complex procurements across a broad range of categories.
  • To be identified as the Trust lead, and expert, on all Procurement activity and all activity involving the requirement for competitive tendering within the Trust. To provide support to the Board in interpreting all Department of Health and Social Care Guidance and best practice
  • To provide strategic advice to Senior Management and Divisional Leads on best value procurement practice
  • Be a core participant and lead member for the Trust implementation and delivery of NHSEI ICS based Procurement programme as detailed in the Procurement Target Operating Model (PTOM)
  • Lead cross functional teams on major procurement projects, co-ordinating, planning and monitoring of all project work.
  • Production of an annual procurement work plan, which is consistent and integrated with the Procurement strategy and Business objectives
  • Identify cost saving opportunity areas by using information from available sources e.g. procurement hubs, benchmarking data, SCCL- Category Towers Framework Agreements and other associated work programmes, ensuring all potential financial savings are explored and realised
  • To ensure compliance with the Trusts Standing Financial Instructions, and policies and procedures for the procurement of goods and services. To ensure that these comply with statutory legislation, NHS guidance and policies and procedures and procurement regulations.
  • Provision of expert technical advice and knowledge on Public Contract Regulations to ensure all Trust procurement activities are in accordance with the Trusts policies and procedures, Standing Orders, Standing Financial Instructions and all current legislation, ensuring commercial and legal knowledge is maintained and any risks or legislative changes are communicated
  • Responsible for keeping up to date with and reviewing national policy and procurement practice and implementing changes
  • Management of any dispute arising during a procurement process or post award of a contract.
  • To carry out complex procurements for high value contracts that require analysis, comparison and assessment and develop appropriate evaluation methods, will present options and make recommendations based on their judgement for consideration. This will be in a format which is clear and concise which aids understanding. Providing post tender debriefs to the unsuccessful suppliers as and when required.
  • To lead the rationalisation and standardisation of products. To explore innovation in products, services or processes that will improve the quality of care provided by the Trust

  • To proactively identify areas where these policies and procedures can be improved in order to ensure the procurement service delivers value for money, compliance and a high quality service to its customers.
  • To plan, prioritise and be responsible for programmes, strategies and policies which impact across/within departments, services.
  • Maintain effective working relationships and develop programmes of work to improve process efficiencies and cost improvements with key departments within the procurement to pay process
  • Provide professional support and guidance to the Central Stores and Materials Management teams
  • Ensure effective contract management arrangements are in place
  • To process enquiries received from other areas of the Trust in the support of identifying appropriate suppliers, managing the tender process, providing professional assistance and support in the evaluation of suppliers and tenders both financially and qualitatively.
  • Negotiate with Trust staff over the appropriate selection of suppliers and goods for specific items recognising the Trust Visions and Values in supporting individual choice and diversity and balancing that with the needs to deliver value for money.
  • Be responsible for the management of the on-going relationship with the key suppliers identified including (but not exclusively) identifying new products or services that might be suitable replacements for those currently purchased by the Trust, ensuring all Trust operation managers (where appropriate) are aware of the suppliers goods, and seeking to maximise the Trusts purchasing power with the supplier either independently or collaboratively through contact with the Procurement Hub or other similar NHS organisations. To communicate these service development throughout the Trust.
  • Ensure that the Trust applies best practice procurement methodology to all procurement activities and thereby ensure a balanced approach is taken to cost/benefits/risks and quality.
  • Collaborate effectively with other Collaborative Procurement Organisations and NHS Trusts on contracting opportunities.
  • To lead the Procurement team in managing all aspects of the supply chain including authorisation of product and services, legal, environmental and social value requirements, delivery, logistics, supplier performance management to achieve the highest reputation levels with customers whilst maintaining a strong, professional reputation with suppliers.
  • To respond to all customers of the procurement service in a timely and professional manner enhancing the reputation of the Procurement team as a key support service in the delivery of the Trusts aims and objectives.
  • To support non procurement staff in understanding and applying the Trusts procurement policies and procedures in an appropriate style identifying where common themes exist for more formalised training and communications.
  • Responsible for implementation of and training on Trust wide e-procurement systems, ensuring the e-procurement systems are fit for purpose, used in line with best practice, and that information created and held within them is accurate to facilitate effective analysis and reporting both internally and external.
  • Responsible for implementation and effective use of other systems to support efficient, effective and compliant procurement activity e.g. eTendering, eQuotation and contract management systems
  • Use and manage the information in the system to identify areas where there can be process improvements to analyse the efficient use and selection of suppliers and to obtain any management information as requested by either the Finance team or by operational managers to demonstrate and support the relevance and appropriateness of the Trusts procurement strategy and decisions.
