Job summary

To lead the commissioning agenda for designated areas of the Black Country for LearningDisabilities & Autism on behalf Black Country Healthcare (BCH), supporting theTransforming Care Agenda for delivery across the system and working with partners tocommission and develop the market for this client group.Ensuring the services within the portfolio are effectively commissioned within the resourcesavailable, and that all national and local performance measures and targets are achieved.

Learning Disabilities and Autism Commissioning Manager

An exciting opportunity has arisen for a motivated and enthusiastic commissioner to join our Commissioning and Case Management Team within Black Country Healthcare.

The Commissioning and Case Management team works within the Trust to support the delivery of Transforming Care across all Trust Divisions, working to ensure that people with learning disabilities and autistic people are supported to lead healthy, valued lives.

As an established and experienced health or social care professional, the successful candidate will fulfil the role of supporting health and social colleagues to achieve positive outcomes with our citizens. The role is wide ranging and works across the pathway - from commissioning services to support people to live well at home, to those that manage crises / admission avoidance, and inpatient care.

This is a demanding yet exciting time to be involved in Transforming Care in the Black Country as we explore the opportunities and changes it brings to the wider health and social care economy, and work in new and innovative ways.

  • To coordinate the commissioning cycle for the areas of responsibility.
  • To lead and manage a specified portfolio of services and contracts where there are complex interactions which need careful management.
  • Work with the leads of specific services.
  • To work closely with GP clinical leads, CCG regional leads and social care leads in the strategic development of services and service redesign.
  • To be responsible for the delivery of performance targets including financial balance, national and local targets as set out in the Operational Plans and Delivery and QIPP Plans for areas of responsibility.
  • To ensure the Black Country Transforming Care agenda remains on track and that commissioning (micro and macro) is evidenced based and reflective of the regional requirements.

Qualifications

Essential

  • Educated to masters level or extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent
  • Must have an understanding of current health service policy in the context of Learning Disabilities and Autism and commissioning requirements e.g. Responsible Commissioner Duties
  • Represent BCH on key groups on/across a range of internal and external stakeholders groups and agencies utilising a range of communication skills including verbal negotiation, written reports and formal presentations.

Desirable

  • Comprehensive experience of project principles techniques and tools such as Prince 2 and Managing Successful Projects
  • Significant experience of working with people with learning disabilities / autistic people and their families
