Job summary

Early detection is at the centre of the strategy for improved survival, and increasing attention has been placed on blood, breath and other biomarkers to give early indications of cancer. Cancer Alliances Nationally are preparing for the role out of a million-person pilot to test the efficacy of the 'Galleri' blood test across the country. For RM Partners this means setting up the infrastructure to support blood testing for 1,000 people a week, and the onward diagnostic infrastructure aligned to National pathways from July 2024.

We are looking for an experienced NHS leader, with experience of delivering logistically complicated models of care, across geographies, and the ability to work tactically and agilely. Experience of setting up covid hubs would be of benefit.

The post is initially fixed term but may extend once the full roll out of the programme is confirmed. We are looking for someone that can onboard rapidly, either as a secondment or fixed term contract, as much of the delivery will be required in Quarter 3 to be ready, and so the post holder will need to be able to commence in October 2023 at the latest.

Main duties of the job

  • To deliver our strategy we have seven delivery programmes focused around the three national cancer pathway priorities: early diagnosis, faster diagnosis and treatment variation. Programme leads are responsible for leading the RMP level programme to deliver our yearly objectives which contribute to thedelivery of the RMP mission.
  • The post holder will be engaging at a senior level with a wide range of stakeholders across RM Partners that will include providers, commissioners, clinicians, external bodies as well as RM Partners Executive Group members, Delivery Group members, Clinical Oversight Group members, RM Partners senior management team, NHS England and Improvement.

  • Evidence of relevant masters level postgraduate qualification in equivalent knowledge or experience
  • AGILE practitioner or equivalent professional project management qualification
  • Coaching qualification or equivalent

  • MTS or management qualification

  • Technical understanding of NHS IT solutions in primary and secondary care
  • Extensive experience of operational NHS experience at senior level, including budget management experience of over £30m in acute or community settings
  • Direct demonstrable experience of leading and delivering rapid large scale, complex change management projects and programmes and/or service redesign within the NHS environment
  • Demonstrable track record of significant achievement in a project management role
  • Experience and ability to matrix work across multiple teams, organisations and other health bodies
  • Significant understanding of information management, financial management, cancer services and strategic planning within the NHS, and the new NHS Infrastructure
