Job summary

The post holder is responsible for the monitoring and oversight of operational estates maintenance delivery ensuring that the complex estate maintenance services of the Trust Estate are effectively managed, safe and of suitable quality within an environment of competing and conflicting demands. Also to ensure that small-scale construction, refurbishment, and maintenance initiatives are completed safely, efficiently, and to a high standard, supporting the Trust's commitment to safe and effective healthcare environments. The post holder will undertake a wide range of leadership duties associated with the management, operation and maintenance of healthcare buildings, engineering plant, services and equipment.

The postholder will be expected to lead within a complex Estates operation and manage by bringing strong skills and judgement to integrate estates maintenance and small refurbishment works objectives to play their part in delivering a well maintained, safe and efficient Estate.

They will produce regular reports for the Chief Estates Officer and Executive Team and Board Committees as required. They will analyse complex Estates technical information and present strong cases in securing funding, where available and deemed necessary, for the implementation of Estate maintenance and small works initiatives and programmes, as well as the production of relevant Trust Policies supporting the vision and delivery.

Main duties of the job

Take the lead on the monitoring of the delivery of the Hard FM estates reactive and planned maintenance services.

Take the lead on reviewing the operational performance and delivery of the Hard FM outsourced contractor.

Ensure that operational estates maintenance works are undertaken to a high quality and a completed in a timely manner.

Manage small works projects and support Facilities Managers in maintenance related works raised with them.

Procure and manage any external contractors commissioned by the Trust for small works projects.

Lead on relevant regular audits and reviews to ensure that the estate is maintained in a safe and suitable condition.

Develop policies that support Estate efficiency and effectiveness and ensure effective oversight and management of external contractors.

Ensure the delivery of estate maintenance services that are compliant with statutory legislation, health & safety and NHS guidance.

Lead the development of relevant business cases and key specifications for commercial/tender proposals.

Interpret and also provide technical maintenance related reports as required for the Chief Estates Officer and key groups.

Provide estates maintenance expertise and advice to other Estates & Facilities staff as required.

Reactive and Planned Maintenance

Ensure that remedial works/actions identified as being required following ppm/ statutory/ mandatory checks and tests and audits are appropriately considered and:

  • review the works to be undertaken, and recording the decisions made, and any required mitigating actions.
  • obtain quotations for remedial works where required; ensuring that SFIs and procurement rules are followed when quotations are obtained.
  • ensure that works are undertaken in a timely manner and that progress is monitored and reported.

Review help desk jobs and performance of the Estates Maintenance provider to ensure that they are actioned in a timely fashion and completed as required.

Review all maintenance related costs and to reduce costs wherever possible.

Provide estates maintenance advice and support to the Facilities Management team related to all Trust sites and their auditing of the Estates Maintenance providers work.

Collate and provide performance related data and reports to assist with decision making about estates maintenance issues.

Ensure that details relating to amendments to the Trust Estate asset lists, record drawings and building manuals are clearly documented.

Regularly update the Estates Manager (Compliance) on the progress of remedial works following statutory inspections.

Small Works - Management & Delivery

Lead small works from inception to completion procuring suitable contractors and ensuring value for money.

Develop any relevant information with Estates & Facilities colleagues and ensure that appropriate procurement processes are followed, supported by the required documentation in line with NHS policies.

Manage contractors and internal teams, ensuring compliance.

Monitor budgets, timelines, and quality, reporting progress to senior management.

Ensure all statutory inspections and records are maintained.

Management of any contractors

Manage any maintenance contractors for specialist areas ensuring services are provided in line with Trust requirements and are cost effective.

Ensure that all contractors undertaking remedial works are aware of the Trusts Safe Working Policy and Procedures, including Permit To Work; and ensure that all required information and approvals are in place before works commence.
