Job summary

Oxleas NHS Foundation Trust is seeking two Regional Service Managers for each of the prison clusters in Kent:

Sheppey Cluster (HMP Elmley, HMP Standford Hill and HMP Swaleside)

West Kent Cluster (HMP East Sutton Park, HMP Maidstone, HMP Rochester and HMP Cookham Wood

To support the Service Director and Associate Director to provide effective leadership and management of prison healthcare services across the seven prisons in Kent.

The two Regional Service Managers will provide direction and coordination in shaping and implementing the future provision and quality of prison healthcare services, lead the development agenda on new business opportunities (including writing business cases), and ensure the proactive management of sub-contracted services through a regular review process. They will actively participate in the change-management agenda of prison healthcare needs at a local and national level. This will involve senior-level engagement with HMPPS and MOJ colleagues, commissioners, primary and secondary care providers, subcontractors, His Majesty's Inspectorate of Prisons, Care Quality Commission, Prison & Probation Ombudsman, Senior Coroners and other senior colleagues and stakeholders

Main duties of the job

  • Provide leadership and direction to prison healthcare teams.
  • Develop and improve prison healthcare services.
  • Develop and maintain strong and positive relationships with Heads of Healthcare and senior colleagues.
  • Maintain effective working arrangements with commissioners, HMPPS senior colleagues, senior partners, subcontractors and stakeholders.
  • Be accountable for overall performance and effective management and delivery of a high quality multi-disciplinary service.
  • The role will also involve coordinating the Forensic & Offender Healthcare Directorate's approach to clinical governance in all prisons in order to assure and monitor high standards of care, and ensuring a clear process is followed in the event of a serious incident / death in custody with suitable investigation and shared learning

Job responsibilities

In conjunction with the Service Director is responsible for the effective leadership and management of all Prison healthcare services which contractually we provide.

In liaison with the Service Director and Operational Managers will regularly link with key stakeholders including commissioners and prison governors and directors. This will include attendance at contract meetings and local prison governance forums.

In liaison with the Service Director and other members of the Core Board will lead the development agenda on new business opportunities, including writing business cases.

Provide direction and co-ordination in conjunction with Operational Managers in shaping and implementing the future provision and quality of services provided.

To ensure proactive management of sub-contracted services, through a regular review process that ensure the required quality and financial standards are met.

In liaison with the Service Director and prison operational managers and quality leads co-ordinate the Forensic & Prison Directorates approach to clinical governance in all prisons in order to assure and monitor high standards of care.

To ensure there is a clear process followed in the event of a serious incident / death in custody with a suitable investigation and learning. The Service Manager will oversight all investigation reports and ensure clear communication with commissioners, prison governors, HMPPS and HM Coroner.

Actively participate in the change management agenda of prison health care needs at a local and national level, and deputise for the Director as required

Is responsible for proposing and implementing service and trust policy.

Will cover the Trust Service manager on-call on a rotational basis as directed
